Abstract

The pandemic and advances in information technology in the 4.0 era accelerated the growth of the internet and online activities such as shopping, education, work and entertainment. However, there has been an increase in online fraud cases in the Kediri City Police jurisdiction from 2018 to August 2023. To address this, proactive preventative measures were adopted. Bhabinkamtibmas is responsible for preventing online fraud and creating a safe digital environment through social media. However, they experience organizational resource constraints, especially in budget and cyber security technology skills. This research aims to describe the resources of the Bhabinkamtibmas organization in social media outreach to prevent online fraud and analyze efforts to increase its effectiveness. The results show constraints in the organizational and technological resources utilized by Bhabinkamtibmas, such as the lack of a dedicated budget and limited cyber security technology skills. However, efforts to increase the effectiveness of counseling can be made through the adoption of digital content technology by paying attention to its feasibility and effectiveness in the existing environment.
