The Effectiveness of Using INCAR (Mobile ETLE) in Handling Traffic Violations in the Kediri Regency Police Jurisdiction

Abstract

The INCAR (INTEGRATED NODE CAPTURE ATTITUDE RECORD) car, which is the result of the application of ETLE MOBILE, is a technology-based vehicle used by the National Police traffic unit to assist law enforcement in handling traffic violations. This car is equipped with a camera that can automatically capture and store images of road users who commit traffic violations in accordance with Law no. 22 of 2009 concerning traffic and road transportation. The use of ETLE MOBILE is expected to improve the public's positive image of the performance of traffic units which is considered not yet optimal, especially due to alleged cases of illegal levies and extortion in prosecuting traffic violations. The author uses a qualitative approach with the type field research research to obtain data directly by observation. Several theories and concepts used in this research, namely: SWOT theory and Management theory, the concept of Traffic Violations, the concept of traffic and road transportation, and the concept of electronic tickets. Data was obtained from primary and secondary data sources with data triangulation to obtain data validity. The results of the research discuss the initial factors that influence the use of INCAR (ETLE MOBILE) along with its law enforcement management function which is considered ineffective. The advice given is to make efforts to take action against traffic violations by collaborating with sectoral cooperation through institutions or agencies other than the National Police. , such as the transportation department to help make the implementation of the INCAR (ETLE MOBILE) system more effective at the Kediri Regency Police Traffic Unit.
