Effectiveness of the Special Crimes Unit Investigators' Performance in Resolving E-Commerce Fraud Cases at the Kediri City Police Station

Abstract

The title of this writing is motivated by the significant disparity between the total crime rate and the crime clearance of e-commerce fraud at the Kediri City Police Station. The question that arises is why the performance of the Special Crimes Unit investigators at the Kediri City Police Station in resolving e-commerce fraud cases has not been effective. The author raises two main issues from this problem formulation. First, the indicators affecting the effectiveness of investigator performance are analyzed using effectiveness theory (productivity, adaptability, job satisfaction, and human resource search). The second issue describes how the resources of the Special Crimes Unit support the effectiveness of investigators in resolving e-commerce fraud cases, analyzed using organizational resource theory: Man, Money, Material, and Method. This involves the concepts of e-commerce, performance, and e-commerce fraud. A descriptive qualitative approach is used through data collection (interviews, observations, and document studies) at the Special Crimes Unit of the Kediri City Police Station. The findings from the research at the Kediri City Police Station indicate that there are still many obstacles and challenges faced by investigators in handling e-commerce fraud cases, leading to a backlog of complaints and low investigator productivity. This ineffective performance is influenced by the lack of specialized training related to cybercrime for investigators, resulting in their quality not meeting the required standards or qualifications, limited budget, suboptimal implementation of methods, and inadequate facilities and infrastructure. Based on these findings, it can be concluded that the performance of the Special Crimes Unit investigators in resolving e-commerce fraud cases is not yet effective. Therefore, there is a need for internal and external evaluations from both personnel and organizational aspects. The author presents problem-solving steps scientifically to address the problem formulation. It is hoped that this writing will benefit readers and the police institution in the future, particularly in addressing cybercrime.
