Abstract

This research is motivated by the conflict between silat schools in the Kediri City area which has caused material losses and casualties, as well as disturbing public peace. Therefore, efforts are needed to prevent this conflict through mobilization carried out by the Intelligence and Security Unit. This research aims to measure the effectiveness of the Intelkam Unit's mobilization in preventing conflict between silat schools, as well as identifying the factors that influence this mobilization. The concepts of promotion and prevention are the theoretical basis for this research, using a qualitative approach and descriptive analysis methods. Data collection techniques include interviews, observation, and document study from primary and secondary sources. The results of the research show that the promotion of the Intelligence and Security Unit is still not effective because conflicts between silat schools are still occurring in Kediri City. The fundraising carried out tends not to be on target, and experiences a decline in the quality and quantity of administration. Suggestions given to increase the effectiveness of fundraising include targeting targets more precisely, as well as maximizing quantity while maintaining the quality of the product produced.
