Abstract

One area that has a high tendency to circulate and abuse narcotics is Sidoarjo. Sidoarjo is the largest population after Surabaya with 2,267,000 people. Therefore, there is a lot of narcotics use in the Sidoarjo area because of the large population. Sidoarjo Police uses preemptive efforts through counseling in tackling the problem of narcotics abuse in Sidoarjo Regency. This research is included in the category of field research or field research, which is carried out directly in the field with the aim of providing an objective picture of the reality of the problem being studied. This type of research seeks to interpret various aspects such as observed conditions or relationships, developing opinions, processes, effects or effects that occur, and emerging tendencies. This type of research will provide a detailed explanation of how Bhabinkamtibmas optimizes counseling in an effort to prevent drug abuse in the jurisdiction of Sidoarjo Police Station The obstacle encountered by members of the Sidoarjo Police Bhabikamtibmas is that the performance of the Sidoarjo Police Bhabinkamtibmas is still inefficient and ineffective. Not efficient due to lack of organizational input and unable to produce high output, so low productivity and individual performance are still lacking. While it has not been effective, because of the objective approach evidenced by the inequality between the implementation of counseling.
