Aggravated theft is one of the criminal acts that fluctuates in Blitar City. The National Police Agency has a role in maintaining security and public order. Therefore, this research was carried out with the aim of optimizing the two-wheeled patrol activities of the Blitar City Police’s turjawali sat samapta unit in preventing criminal acts of theft with weighting. The author carried out research using a qualitative approach, field research type and data collection techniques through observations, interviews and document studies. This research was conducted using management theory (POAC), organizational resource theory (6M), and social control as the author’s analysis media. Facts on the ground show that the patrol activities carried out by the Sat Samapta Blitar City Police are still not optimal due to fluctuations in the number of misdemeanor crimes that occurred in 2020-2023. Based on the results of the analysis carried out by the author, the sub-optimal patrol activities of the Blitar City Police Sat Samapta are caused by the quantity and quality of personnel not meeting standards, patrol methods that are not varied, and a lack of preparation regarding the information or appeals that will be conveyed. Therefore, the author provides suggestions and input to the Blitar City Police Sat Samapta to optimize two-wheeled patrol activities in preventing cheating crimes, namely making requests for additional personnel and providing development training for personnel, carrying out varied patrols taking into account existing aspects, and understand the message you want to convey to society. It is hoped that the results of this research can serve as a guide for the National Police, especially when implementing two-wheeled patrols in preventing criminal acts of theft with weights in the jurisdiction of the Blitar City Police.
