Indonesia consists of various tribes, religions, races and groups. Each group has its own background, resulting in the emergence of intolerance thoughts that lead to radicalism. From radicalism this can develop into terrorism, so the police must play an active role in preventing it. The problems raised in this study are discussed using the theory of functions and elements of management, the concept of optimization, the concept of raising and the concept of intelligence. Uses a qualitative approach with field research methods, data collection with interviews, observations and document review. The purpose of this study is to analyze the management of the implementation of raising and organizational resources of the Surakarta Police intelligence unit in carrying out the mobilization. Through police functions, especially the intelkam function, the police make preemptive efforts by raising intelligence aimed at preventing radicalism. This Final Project discusses problem-solving efforts related to the management of the implementation of intelligence units in carrying out mobilization, influencing factors, and organizational resources of intelligence units. The results showed that the mobilization of the Surakarta Police intelligence unit to prevent radicalism was not optimal because there were factors that hindered its implementation. The intelligence unit has made efforts through the management process by utilizing existing supporting factors. However, it is necessary to conduct a training for the Intelligence Unit members, coordination with other functional units in the police and outside the police, clear and targeted planning, and the infrastructure used needs to be updated to support the implementation of the mobilization for the prevention of radicalism.
