Optimization of Sambang Bhabinkamtibmas Activities to Realize Conducive Kamtibmas in the Legal Area of Polrestabes Semarang

Abstract

This research is motivated by conventional crime data which has continued to increase over the last three years. This happens because there is social tension in the public and the instant fulfillment of public needs. This study aims to obtain an overview of the implementation and resources undertaken to enhance sambang activities, as well as the factors that influence Bhabinkamtibmas sambang activities to create conducive kamtibmas in the Semarang Polrestabes jurisdiction. The theory used in this study is: P.O.A.C. Management Theory; Sources of Organizational Power Theory; Communication Theory; Optimization Concept, Sambang Activity Concept; Bhabinkamtibmas concept; The concept of Kamtibmas is conducive. The research method uses a qualitative approach with a type of field research. The location of this research is in the jurisdiction of Polrestabes Semarang. Primary data sources were obtained from interviews, observations, and document studies. Data validity was tested by source, technique and time triangulation. Qualitative data analysis uses a reduction model, presentation and conclusion. The research results show that: 1). Disruption of kamtibmas in Semarang City is still increasing; 2). The implementation of sambang activities is not in accordance with the planning and the Bhabinkamtibmas communication is still minimal; 3). The Semarang Polrestabes sambang Bhabinkamtibmas activities have not been on target and have not taken advantage of technological developments; 4) There is a need for a psychological strategy in approaching the public so that they can properly receive the message of kamtibmas.
