The Role of Bhabinkamtibmas Through Guidance and Counseling to Prevent Child Sexual Assault in the Jurisdiction of Tasikmalaya Police Department

Abstract

The focus of this thesis research is motivated by the phenomenon of increasing cases of child sexual intercourse that occurred in the city dubbed as a city of students who are thick with their religion which can threaten the future of children. Therefore, a study was carried out aimed at analyzing binluh conducted by bhabinkamtibmas, factors influencing binluh implementation, and the role of bhabinkamtibmas through binluh. Theories and concepts used by the author in answering problems are proactive police iceberg theory, theory of planned behavior, management element theory, management factor theory, crime prevention theory, conceptual intercourse, binluh concept, bhabinkamtibmas concept, and perap concept no 22 of 2007 and the concept of role. This research was conducted with a qualitative approach and using descriptive analysis research type. The findings of this study are the implementation of binluh bhabinkamtibmas analyzed with Perkap Number 22 of 2007 and SOP of bhabinkamtibmas and Management Factor Theory, the ability of officers to be analyzed by Perkap Number 7 of 2008, binluh material is the latest, the budget is late in disbursement. Supporting factors are Sarpras, support of other functions, cross-agency cooperation, and the attention and support of the community. While the obstacles are human resources, budget and the determination of targets that have not been precise and training that has not been maximized. Based on the results of the study, the authors suggest to Bhabinkamtibmas to make a map of the vulnerability of child sexual intercourse, providing more in-depth training such as using video demonstrations, as well as coordinating with other agencies to facilitate the dissemination of kamtibmas material.
