The Effectiveness of Road Safety Policing in Reducing the Level of Traffic Violations in Generation Z by the Kamsel Unit of the Sidoarjo Police

Abstract

Traffic violations at Sidoarjo City Police Station are dominated by Generation Z, accounting for 60.03% of the total violations. Preemptive and preventive efforts are needed through the role of the Traffic Safety Unit, which plays a crucial part in preventing traffic violations by providing education and building good partnerships based on the concept of Road Safety Policing. The purpose of this research is to describe the implementation and identify the factors influencing the effectiveness of Road Safety Policing in reducing traffic violation rates among Generation Z by the Traffic Safety Unit at Sidoarjo City Police Station. The method used includes interviews, observations, and document studies using analysis tools such as performance management theory, motivation theory, program effectiveness theory, and response theory with a qualitative approach. The results of this research indicate that the implementation of Road Safety Policing is not yet effective in terms of administrative and operational aspects. There is a need for internal improvements within the Traffic Safety Unit as well as external factors such as partnerships, public services, problem-solving, and networking/relationship-building. Supported by factors of program effectiveness influenced by program target accuracy, program adaptation to Generation Z's characteristics, program goals from both the subject and object perspectives (Generation Z's responses), and program monitoring that maximizes information technology.
