The Role of the Traffic Education Community Unit in Minimizing Traffic Violations in Cirebon Police Department Setiawan, Regina Andrilla Traffic violations in Cirebon Police are increasing every year, so the efforts of the Sat Lantas Cirebon Police are to provide Dikmas Lantas to the community as a form of prevention. The purpose of this thesis writing is to explain the role of the Cirebon Police Traffic Council in minimizing traffic violations and explain the factors that influence the implementation of the Cirebon Police Traffic Council. Theories and concepts used by the author are Role Theory by Biddle and Thomas, Management Theory by G.R. Terry, Concept of traffic violations, Dikmas Lantas concept, National Police Chief Implementation Guidelines Pol .: Juklak/5/V/2003 dated May 29, 2003 concerning the instructions for the implementation of Community Education (Dikmas Lantas) and the Kamseltibcar Lantas Concept. The approach used is a qualitative approach. Data collection techniques are by interviewing, observing and studying documents. The results obtained by the author in this study are the role of Dikmas Lantas in minimizing traffic violations in Cirebon Police, which are applied with role theory, management theory and operational guidelines No. Pol .: Juklak/5/V/2003 concerning the Implementation of Dikmas Lantas. The results of the implementation of the Lantas DASAS have not been as expected because the number of traffic violations every year is still increasing because of personnel, budgetary factors and the DASAS Lantas has not been conveyed to all levels of Cirebon society. The author suggests that there is a need to improve the ability of personnel, especially in the units in charge, increase the budget and members and activities that are more varied and conveyed to all elements of society. The Role of the North Bogor Police in Maintaining Harkamtibmas during the Rejection of the Construction of the Imam Ahmad Bin Hanbal Mosque Qodri, Rohmat It is been 4 years since the rejection of the construction of the Imam Ahmad bin Hanbal Mosque has not yet ended. North Bogor Polsek has an important role in efforts to prevent cases of intolerance between religious communities and the implementation of investigation, sambang, until patrol. This research aims to describe, analyze and identify the chronology, North Bogor Polsek roles as well as the factors the influence the rejection of the construction of the Imam Ahmad bin Hanbal Mosque. The research location is in North Bogor District with a focus on the role of North Bogor Polsek. This research uses the qualitative method with descriptive analysis techniques and field research. Using triangulation of primary data sources, secondary and tertiary, triangulation method and triangulation time by comparing data or information from interviews with observations in the field. This research uses iceberg theory, communication theory and social conflict based religion theory and role concept. This investigation, sambang and patrols were carried out by North Bogor Polsek which is not maximally analyzed from document study, interview and observations of police office especially to the public of Tanah Baru village. In carrying out research as well as sambang there are several pros and cons to factors that affect development rejection. The conclusion is that in the process of rejection of Imam Ahmad bin Hanbal Mosque development cannot be separated from the responsibility of the government and the police in guarding harkamtibmas in the community. The Effectiveness of the Garut Intan Application in Providing Information on Homecoming and Returning Flows in the Garut Police Legal Area Tulus, Toriq Akbar This research is motivated by the issue of traffic discussed congestion published in the area with the level of complexity of the activity, challenges at the peak or could have occurred because of traffic capacity (demand) that is not proportional to the volume of the road (supply) besides that there are also modes available mixed, and also at certain times such as the celebration of certain religious holidays. One of the traffic issues related to land transportation that is quite complicated to overcome in various regions is the minimum ability to provide road network infrastructure, while the intensity of vehicle flow can be improved. This situation causes many accidents, accidents and traffic jams on various city roads. Literature research about research conducted on student research that discusses the case of a traffic accident. which researchers can support the process of making the thesis of the writer. The Effectiveness of the Patrol of the Turjawali Unit of the Sabhara Unit in Preventing the Theft of Two-Wheeled Motorized Vehicles in the Legal Area of ​​the Bogor Police Wanatirta, Aristo Theft of two-wheeled motor vehicles (Curanmor) in Bogor regency has increased based on data obtained from the Bogor Criminal Police Criminal Unit. Curanmor two wheels are caused by economic factors. The lack of jobs has resulted in many unemployed people meeting their economic needs by committing crime, namely two-wheeled Curanmor. To prevent the two-wheeled Sabhara unit from being patrolled, the increase in two-wheeled Curanmor is still occurring, so the authors conducted a research at the Bogor Police Resort under the heading of the Sabjol Unit Turjawali unit patrol in preventing the two-wheeled Curanmor in the Bogor Police jurisdiction. In analyzing, the author uses several theories and concepts including Management Theory, Proactive Iceberg Theory, SWOT Theory, Patrol Concepts, and Effectiveness Concepts. By using a qualitative approach that is descriptive analytic, this is done in order to obtain the broadest picture of the problems that occur. The qualitative approach provides descriptive data in the form of words orally delivered by the primary source at the time of the interview, thus explaining the problem in depth. The results of the study found that: (1) the description of two-wheeled Curanmor caused by economic factors; (2) the implementation of Sabhara unit turjawali patrols in preventing effective two-wheeled Curanmor because the implementation of the tasks is not in accordance with the SOP; (3) The factors that influence the Turjawali Sabhara unit patrol in preventing the two-wheel chans are internal and external. Optimizing the Role of Bhabinkamtibmas to Prevent Radicalism in the Context of Maintaining Kamtibmas in the Legal Area of ​​the Bandung Police Aditya, Rio The understanding of radicalism has been a major problem threatening Indonesia, where every occurrence of terrorism happening in Indonesia is generally done by radical groups. The police are supposed to have proactive action related to the threat of radicalism that continues to emerge in Indonesia. The police are not only limited to capturing and cracking down against the perpetrators of terrorism, but rather to prevent the action of terrorism by conducting a deradicalisation of the Indonesian population who have been exposed to radical understanding. This research aims to describe and analyse the prevention of radicalism and the factors that influence it through the role of Bhabinkamtibmas and describe how to optimize the role of Bhabinkamtibmas in order to prevent radicalism in the jurisdiction of Polrestabes Bandung. This research uses qualitative approaches and descriptive methods. Location of research in the jurisdiction of Polrestabes Bandung. Data collection techniques consist of interviews, observations and study documents. The data validity techniques use source triangulation, methods, investigators and theories. Data analysis techniques using data reduction, data serving and withdrawal of conclusions and verifications. The results showed that in the territory of Polrestabes Bandung there are potential and thresholds related to radicalism, can be seen from the number of radical groups that exist and do activities in the city of Bandung.  Polrestabes of Bandung Prevention with the actions of proactive policing (community development, early detection, and mediation). Factors influencing the role of Bhabinkamtibmas are internal factors (organization, HR management, material support and organizational policy) and external factors (culture of the community of Bandung, support of other police functions, cooperation of cross-agency, and attention and support of the community). The role of Bhabinkamtibmas is not optimal, but Satbinmas Polrestabes Bandung in an effort optimisation refers to the police Promoter Program by conducting reforms in two areas (field of coaching and operations). Efforts by the Turjawali Traffic Unit to Prevent Traffic Accidents in Purwakarta Rahman, Muhammad Arif In daily routines, the community carries out activities that require them to move to another place in order to carry out their obligation to use motorized vehicles. This research is based on the background because the traffic accidents in Purwakarta continue to occur despite the efforts of the Turjawali Unit of the Purwakarta Police Traffic Unit to prevent traffic accidents. With the prevention efforts by guarding the accident-prone points, but this has not yet shown the expected results, namely the reduction in accident rates and the creation of kamseltibcarlantas. Therefore, a study was conducted to find out the general picture of accidents that occurred in Purwakarta the efforts made by the Turjawali Unit of the Purwakarta Police Traffic Unit in preventing accidents traffic. This study, using qualitative approach to interview, observation and document review data collection techniques. The research method uses the concept of effort and traffic carried out by the Turjawali Unit of the Purwakarta Police Traffic Unit. Analyzing using performance theory also found that the obstacle was in human resources, namely the ability of the Turjawali Unit because it had not yet implemented specialization development education. The Role of the Binmas Unit in Counseling on the Prevention of Two-Wheeled Theft Crimes That Occur in the Legal Area of ​​the Cirebon Police Thio Prabowo, Ervindo The background of this study is that there are still cases of motorcycle theft found in the Cirebon Police Jurisdiction. Therefore, it is deemed necessary to conduct a study on the implementation of Cirebon Police Station Binmas unit’s role in preventing the criminal act of motorcycle theft in the Cirebon Police Jurisdiction. The research questions of this study are: (1) How is the description of the criminal act of motorcycle theft in the jurisdiction area of Cirebon Police Station?, (2) How is the implementation of Binmas unit’s role in preventing criminal act of motorcycle theft?, (3) What are the factors that influence the performance of the Binmas unit in Cirebon Police Station in preventing criminal act of motorcycle theft that occur in the Cirebon Police Jurisdiction? The theories of analysis in this study are the role theory (which functions to analyze the implementation of counseling conducted by the Binmas unit of Cirebon Police Station in preventing motorcycle theft), communication theory (which functions to analyze what factors that influence the performance of the Binmas unit), and the Binmas Unit concept that becomes the reference in this study. A qualitative approach with a field research method was used in this study. The focus of this study was to elucidate the implementation of counseling by the Binmas unit of the Cirebon Police Station in preventing the criminal act of motorcycle theft in the Cirebon Police Jurisdiction. Interviews, observation, and document analysis were used as a mean to collect the data in this study. The data analysis techniques included in this study were data condensation, data presentation and conclusion drawing. The results of this study indicate that the depiction of motorcycle theft in the Cirebon Police Jurisdiction has decreased in 2018 to 2019. However, motorcycle theft is still the most common crime compared to molestation and gambling. The main factors that still become the obstacles are the quality of members of Binmas unit of the Cirebon Police Station who have not yet received a vocational education, limited facilities and infrastructure as well as the lack of attention from the public in accepting the efforts made by the Binmas unit of the Cirebon Police Station in preventing the motorcycle theft crime. Indonesian National Police have done preemptive and preventive efforts and one of them is sambang (personal approach to people) in order to prevent motorcycle auto theft. Because of that, the purpose of this research is to discover the role of bhabinkamtibmas through sambang (personal approach to people) in order to prevent motorcycle auto theft and the factors that effect Bhabinkamtibmas through sambang to prevent motorcycle auto theft. This research uses “the element of communication” theory and “the element of management” theory. Whereas for the concepts consist of role concept, sambang concept, prevention concept, and auto theft concept. This research used qualitative approach whilst the type of research is descriptive research. Data is collected by doing interviews, observation, and document studies. The result of this research gives conclusion that the role of Bhabinkamtibmas through sambang by appealing the society everyday by informing message to maintain alertness and be careful. Implementation of the Sabhara Unit Two-Wheel Patrol in Preventing theft Crimes Ajeng, Ajeng Sekarningrat Two-wheeled patrol carried out by the Ciamis Police Sabhara Unit is still not optimal in preventing the occurrence of criminal acts of fraud. This is evidenced by the increase in criminal acts of fraud every year. The purpose of this study is to describe and analyze the implementation of 2-wheeled patrol in Sabhara Unit in preventing fraud in the jurisdiction of the Ciamis Regional Police as well as the factors that influence the implementation of 2-wheeled patrol in Sabhara Unit in preventing criminal acts of curanmor in the jurisdiction of Polres Ciamis. Theories and concepts used to analyze this research are management theory, role theory, crime prevention theory, patrol concept, two-wheeled patrol concept and the concept of fraud. The research method uses a qualitative approach whose results are strengthened by the presence of findings, observations, document studies, and interviews with information sources. Techniques used for data analysis include data reduction, data presentation, and drawing conclusions. The results showed that the 2 (two) wheel patrol carried out by the Ciamis Police Sabhara Unit had already been carried out, but it was still not optimal because it had been shown to have increased in the last 3 years. This is caused by factors that hinder patrol implementation. Among them is the lack of communication between members of the 2 (two) patrol of the Sabhara Unit with the community which causes a lack of understanding from the community about maintaining harkamtibmas, not yet evenly distributed between the use of 2 (two) wheeled patrols with 4 (four) wheeled patrols, there are supporting and inhibiting factors. Based on the results of the study, the authors suggest that there is an increase in understanding of the importance of maintaining harkamtibmas socialized by members of the 2 (two) wheel patrol unit to the surrounding community, there is even distribution between the implementation of 2 (two) wheel patrol and 4 (four) wheel patrol which is carried out in accordance with the spirit that has been made, and increase the supporting factors for the implementation of 2-wheeled patrols and also minimize the inhibiting factors in the implementation of 2-wheeled patrol units in Ciamis Police Station. Police prevention efforts are needed in the form of police patrols. This study aimed to describe and analyze how the implementation of the role of patrols, factors that influence the role of patrols in preventing student brawl, and efforts made by Sabhara Polres Cirebon Kota in carrying out patrols. This research uses role theory, management theory, and patrol concepts. The study was conducted with a qualitative approach. Data sources include primary and secondary data. Data collection techniques used are through interviews, observation and document review. The analysis used data reduction, data presentation and conclusion drawing. The results of the study found that the implementation of the role of patrols was still not optimal, there were factors that influenced it, the lack of personnel and training, not in accordance with the regulations on patrols and SOPs for patrols, the Polres Cirebon Kota jurisdiction. Efforts made to optimize patrols are conditions of patrols, improved police activities, patrols in areas and vulnerable times. Suggestions from researchers to optimize the implementation of patrol is to provide reward and punishment to patrol members so that the implementation of patrols achieves the expected results and objectives, Bag Sumda provides training and vocational education to patrol members to improve their abilities. Efforts of the Sabhara Patrol Unit to Prevent the Crime of Motor Vehicle Theft in the Sumedang Police Legal Area Prakoso, Bagus Maharta This research is motivated by the high number of motor vehicle theft cases compared to other crimes in Sumedang. The Indonesian Police need to conduct patrols to prevent the meeting of intentions and opportunities for perpetrators of crimes, especially in the theft of motorized vehicles. Therefore the purpose of this study is to describe the general description of motor vehicle theft and patrol unit efforts and the factors that influence the efforts of Sabhara patrol units in preventing motor vehicle theft. The research approach used is qualitative with the type of field research. Data sources include primary and secondary data collected by interview, observation, and document review techniques. The validity of the data is tested through the triangulation technique of sources, techniques, and time, while the data analysis is carried out with the stages of data reduction, data presentation, and drawing conclusions. Theories, discourses, and ideas used to dissect the problem include the theory of routine activities, the theory of law effectiveness, and Perkabaharkam Polri No. 1 of 2017 about Patrol. The results of the study concluded that the crime of motor vehicle theft was ranked highest in the jurisdiction of the Sumedang District Police. This happens because the fulfillment of the three elements in Routine Activity Theory. The Sabhara Police Unit Sumedang Patrol Activity is carried out based on Perkabaharkam Polri No. 1 of 2017, divided into 4 (four) stages, namely the preparatory stage, the implementation phase, the termination stage, and the supervision, control and ‘analysis and evaluation’ stage. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan upayadan faktor-faktor yang mempengaruhi pelaksanaan binluh oleh unit bintibmas. Lokasi penelitian di Polresta Bogor Kota dengan fokus binluh unit bintibmas. Penelitian ini menggunakan metode kualitatif dengan teknik deskriptif analisis. Menggunakan trianggulasi data(Moleong;2006:330) 4 (empat) macam teknik yaitu sumber, teori dan teknik serta sumber data primer, sekunder dan tersier. Validitas data yaitu reduksi data, sajian data, penarikan kesimpulan dan verifikasi. Penelitan ini menggunakan teori fungsi manajemen, teori unsur manajemen dan teori Force Field Analisysserta  konsep upaya, konsep binluh, dan konsep bintibmas. Pelaksanaan binluh yang kurang maksimal yang dilakukan oleh unit bintibmas dianalisa dari fungsi perencanaan yaitu penyiapan materi menentukan sasaran binluh, pengorganisasian yaitu menyiapkan petugas yang berkompeten, pelaksanaan dan pengendalian yaitu penilaian dan pemantauan dalam kegiatan binluh. Dalam pelaksanaan binluh terdapat faktor internal yang mempengaruhi adalah faktor orang, anggaran, sarana prasarana dan metode binluh dan faktor eksternal yang mempengaruhi adalah kesadaran masyarakat dan faktor dari fungsi lain serta upaya yang dilakukan dalam bentuk upaya jalur pembinaan dan upaya hubungan dan tata cara kerja.Kesimpulannya yaitu faktor penghambat binluh yang dilakukan oleh unit bintibmas adalah kompetensi anggota, materi penyuluhan, anggaran, kerjasama dengan fungsi dan instansi lain, penentuan sasaran binluh dan metode binluh. Tujuan dari penelitian ini yaitu mendeskripsikan upaya yang dilakukan Bhabinkamtibmas dengan menggunakan metode sambang dalam mencegah terjadinya paham radikalisme, mendeskripsikan faktor-faktor yang mempengaruhi kegiatan sambang tersebut, dan mendeskripsikan pengoptimalan peran Bhabinkamtibmas di wilayah hukum Polres Cianjur. Subjek penelitian ini adalah Bhabinkamtibmas wilayah hukum Polres Cianjur. Penelitian ini merupakan penelitian kualitatif. Teknik pengambilan data dilakukan dengan cara wawancara dan telaah dokumen. Hasil yang didapatkan dari penelitian ini yaitu, kegiatan sambang dilakukan lebih kearah untuk menjaga silaturahmi dengan para tokoh dengan anggota kepolisian agar bisa saling mengenal demi terciptanya situasi yang aman baik dalam keseharian ataupun ketika melakukan kegiatan terkait ormasnya. Adapun faktor yang mempengaruhi yaitu faktor sumber daya manusia serta faktor sarana dan prasarana. Berdasarkan hasil yang didapatkan peneliti menunjukkan bahwa kegiatan sambang yang dilakukan Bhabinkamtibmas ini belum berjalan secara optimal di Kab. Cianjur. Kerja sama mengatasi masalah radikalisme dan terorisme antar semua komponen Bangsa melalui berbagai institusi Pemerintah dan lembaga kemasyarakatan serta kolaborasi dengan lembaga-lembaga asing adalah keniscayaan dan telah dilakukan. Berbagai upaya kolaboratif telah menunjukkan penurunan tindak radikalisme dan terorisme di Indonesia dalam satu dasawarsa terakhir. Sikap dan tindak radikalisme yang sering berujung dengan aksi-aksi terorisme adalah permasalahan kemasyarakatan yang sangat kompleks dan kejahatan kemanusiaan yang harus disikapi dan ditangani dengan tegas dan bijak serta terprogram. Upaya pemulihan dan pembinaan para anggota kelompok-kelompok radikal dan mantan Napiter melalui program deradikalisasi mutlak perlu dilakukan secara berkelanjutan oleh semua pihak terkait secara terpadu dan sinerjik dengan leading sector BNPT dan Polri yang dengan jajarannya dari tingkat pusat hingga desa sebagai pelaksana di lapangan. PENANGANAN KASUS KEJAHATAN DENGAN MENEMBAK MATI PELAKU YANG MELAKUKAN PERLAWANAN TERHADAP PETUGAS DI WILAYAH HUKUM KEPOLISIAN RESOR KOTA BESAR PALEMBANG Makmur, Harri Putra Mahfuz, Abdul Latif penanganan kasus kejahatan menembak mati pelaku yang melakukan perlawanan Rumusan masalah dalam penelitian ini adalah (1) bagaimana penanganan kasus kejahatan dengan menembak mati pelaku yang melakukan perlawanan terhadap petugas di Wilayah Hukum Kepolisian Resor Kota Besar Palembang, (2) apa saja yang menjadi faktor yang mempengaruhi dalam penanganan kasus kejahatan dengan menembak mati pelaku yang melakukan perlawanan terhadap petugas di Wilayah Hukum Kepolisian Resor Kota Besar Palembang. Metode penelitian yang digunakan adalah jenis penelitian empiris. Sumber data yang digunakan dalam penelitian ini terdiri dari data primer dan data sekunder. Berdasarkan hasil penelitian menunjukkan bahwa (1) penanganan kasus kejahatan dengan menembak mati pelaku yang melakukan perlawanan terhadap petugas di Wilayah Hukum Kepolisian Resor Kota Besar Palembang telah sesuai dengan aturan hukum yang berlaku dimana sebagai upaya penal dilakukan dengan represif melalui menembak mati di tempat oleh aparat kepolisian merupakan suatu tugas Polisi yang bersifat represif menindak berdasarkan pasal 48 huruf c Perkap 8 tahun 2009. (2) Faktor yang mempengaruhi dalam penanganan kasus kejahatan dengan menembak mati pelaku yang melakukan perlawanan terhadap petugas di wilayah hukum kepolisian Resor Kota Besar Palembang yaitu pertama, faktor hukum itu sendiri. Pengaturan hukum tembak ditempat merupakan tindakan tidak manusiawi, pada dasarnya tembak mati di tempat tersebut bertentangan dengan pasal ditempat bersifat situasional, yaitu 28A UUD 1945 yang menjamin hak diterapkan pada saat keadaan tertentu setiap orang untuk hidup serta berhak yang memak seseorang penegak mempertahankan hidup dan hukum untuk melakukannya, sebagai kehidupannya. Kedua, faktor penegak hukum itu sendiri yaitu mental anggota yang tidak mempunyai keberanian untuk menembak dan kurangnya kemampuan/kemahiran anggota kepolisian dalam melakukan tindakan keras untuk melakukan wewenang tembak di tempat. Ketiga, faktor masyarakat dimana masyarakat pada umumnya pro dan kontra atas kebijakan ini karena dianggap melanggar HAM. Keempat, faktor lingkungan dalam hal ini tingkat keramaian publik. Teori manajemen, teori pengembangan sdm dan konsep optimalisasi, penanganan tindak pidana melalui restorative justice serta penegakan hukum yang presisi. Jenis penulisan yang digunakan adalah field research dan teknik pengumpulan data melalui wawancara, observasi dan studi dokumen. Untuk teknik analisis yang diambil adalah dengan reduksi dan penyajian data serta penarikan kesimpulan.Dalam tugas akhir ini ditemukan bahwa pelaksanaan restorative justice di Polres Jepara masih belum optimal. Melihat dari data yang penulis dapatkan bahwa di wilayah hukum Polres Tegal masih banyak terjadi kecelakaan lalu lintas yang banyak terjadi dikarenakan banyaknya pelanggaran lalu lintas juga. Dalam penerapan metode kualitatif ini penulis meneliti langsung terjun kelapangan tetapi tidak semua kejadian yang ada di lapangan tersebut diteliti hanya permasalahan yang berkaitan dengan objek yang di teliti oleh penulis. Penulis menerapkan konsep dan teori yang sudah di jelaskan sebelumnya dimana konsep dan teori tersebut akan mempertajam analisa penulis dalam memfokuskan permasalahan yang akan diteliti oleh penulis. PEMANFAATAN MANTAN NAPITER SEBAGAI INFORMAN UNTUK MENCEGAH RADIKALISME Doyin, Mukh informan, radikalisme, ekstrimisme, terorisme Radikalisme sebenarnya memiliki makna yang netral, tetapi di Indonesia selalu dilekatkan dengan isu terorisme. Oleh karena itu radikalisme kemudian bermakna negatif dan identik dengan kekerasan atau bahkan dipersepsikan sebagai antisosial. Gerakan radikalisme saat ini telah merambah ke berbagai sektor kehidupan di Indonesia terutama dalam kelompok yang paling strategis, yakni sekolah. Pada usia anak sekolah yang masih labil, anak dengan sangat mudah dipengaruhi karena mereka sedang mempunyai semangat tinggi mencari jati diri dan eksistensi. Menghadapi kondisi seperti ini Presiden Joko Widodo (Jokowi) telah meminta jajarannya supaya melakukan upaya serius untuk mencegah meluasnya gerakan radikalisme. Badan Nasional Penanggulangan Teroris (BNPT) sebagai lembaga yang dibentuk untuk menanggulang terorisme (termasuk di dalamnya radikalisme) telah melibatkan mantan napiter untuk menangulangi radikalisme ini. Pertimbangan yang digunakan dengan memanfaatkan mantan napiter sebagai informan dalam pencegahan radikalisme, bahkan sebagai informan kunci adalah sebagai berikut. Pertama, mantan napiter adahal orang yang sangat mengetahui dunia radikalisme. Pengalamannya mulai dari perekrutan sampai penggemblengan dirinya hingga mempunyai keahlian yang tinggi adalah kompetensi yang mereka miliki. Bahkan boleh dikatakan mereka adalah ahli dalam paham demikian. Kedua, mereka terlibat dan/atau pernah terlibat di dalamnya. Pengalaman yang dimiliki mantan napiter dalam dunia radikalisme atau bahkan mungkin sampai kepada terorisme semakin mempertajam pengetahuan mereka tentang paham ini; sehingga kalau kita gunakan sebagai informan kunci ada harapan banyak informasi penting yang dapat kita peroleh. Akan tetapi, seringkali terjadi kesalahpahaman di masyarakat. Dalam perspektif agama, radikalisme berkaitan dengan kelompok atau golongan tertentu yang suka memaksakan kehendak kepada orang lain tentang suatu paham atau keyakinannya, bahkan dengan cara kekerasan dan mengganggu ketertiban umum. Radikalisme juga dapat dipicu lantaran sentimentalisme suku, ras, budaya, dan lain-lain. Berpikir radikal adalah cara berpikir untuk memahami sesuatu sampai ke akar permasalahannya, yang dalam ranah filsafat dikatakan sebagai upaya memperoleh kebenaran sejati, hakikat, sehingga selalu kritis dan analitis dalam menyikapi berbagai macam fenomena. Radikalisme sangat membahayakan keutuhan NKRI, sedangkan berpikir radikal adalah berpikir filsafati yang penting untuk menemukan kebenaran dan mengembangkan keilmuan. PENCEGAHAN RADIKALISME MELALUI PROGRAM DERADIKALISASI Safira, Ken radikalisme, teroris, deradikalisasi Konsep “radikalisme” adalah paham yang menganut cara radikal. Dalam hal ini radikalisme merupakan suatu paham yang menginginkan perubahan yang radikal tanpa mengindahkan pemahaman dan perkembangan pemahaman yang berkembang di sekitarnya. Paham radikalisme dapat mengkristal menjadi gerakan terorisme. Terhadap orang-orang yang pernah terpapar radikalisme-terorisme pemerintah telah membentuk Badan Nasional Penanggulangan Terorisme (BNPT) yang mempunyai program salah satunya deradikalisasi. Pelaksanaan deradikalisasi di Indonesia dirumuskan sebagai suatu program yang utuh, intergratif, dan berkesinambungan. Program tersebut diklarifikasi menjadi dua ranah, yaitu deradikalisasi di luar lapas dan deradikalisasi di dalam lapas. Deradikalisasi di luar lapas mencakupi tahap identifikasi, pembinaan kontra radikalisasi, monitoring, dan evaluasi; sedangkan deradikalisasi di dalam lapas meliputi tahap identifikasi, rehabilitasi, reedukasi, resosialisasi, monitoring, dan evaluasi. Deradikalisasi merupakan semua upaya untuk mentransformasi dari keyakinan atau ideologi radikal menjadi tidak radikal dengan pendekatan multi dan interdisipliner (agama, sosial, budaya, dan selainnya) bagi orang yang terpengaruh oleh keyakinan radikal. Atas dasar itu, deradikalisasi lebih pada upaya melakukan perubahan kognitif atau memoderasi pemikiran atau keyakinan seseorang. Deradikalisasi bekerja di tingkat ideologi dengan tujuan mengubah doktrin dan interpretasi pemahaman keagamaan teroris. Sebagai program kegiatan, implementasi deradikalisasi dapat berbentuk upaya identifikasi, rehabilitasi, reedukasi, dan resosialisasi bagi individu atau kelompok masyarakat yang terpengaruh oleh keyakinan radikal dengan mengedepankan prinsip pemberdayaan, hak asasi manusia (HAM), supremasi hukum, dan kesetaraan. Tujuan umum deradikalisasi adalah untuk membuat para teroris atau kelompok orang yang melakukan kekerasan bersedia meninggalkan atau melepaskan diri mereka dari aksi dan kegiatan terorisme. Secara khusus, tujuan deradikalisasi adalah membuat para teroris mau meninggalkan aksi terorisme dan kekerasan; kelompok radikal mendukung pemikiran yang moderat dan toleran; dan kaum radikalis dan teroris dapat mendukung program-program nasional dalam membangun kehidupan berbangsa dan bernegara dalam bingkai Negara Kesatuan Republik Indonesia (NKRI). Optimization of the Kamsel Unit Performance of the Klaten Police Traffic Unit Through the Safety Riding Program for Traffic Accident Prevention Putra, Wira Tri Nanda Putra This research is motivated by the high number of traffic accidents in Klaten Regency. The Traffic Unit, in this case the Unit Kamsel, has carried out the Safety Riding Program to prevent traffic accidents. However, traffic accidents still occur frequently, this makes the authors interested in researching the problem of why the performance of the Klaten Police Satlantas Unit Kamsel through the Safety Riding Program to prevent traffic accidents has not been optimal. This study aims to describe the optimization of the Unit Kamsel's performance through the Safety Riding program and to describe the Safety Riding Program in preventing traffic accidents in the Klaten Police area. This research approach uses a qualitative approach, with data collection techniques of interviews, observation and study of documents. Meanwhile, the validity and reliability of the research data used a data triangulation technique using data analysis in the form of data reduction, data presentation, and conclusion drawing and data verification. The concept used is the concept of Safety Ridding using management theory (POAC) and organizational resource theory (4M). Based on the results of this study, (1) the Unit Kamsel's performance in preventing traffic accidents needs to be optimized through adding Unit Kamsel personnel, completing facilities and infrastructure, and updating the implementation method. The author provides advice by conducting training for personnel, asking for help from other units and making creative video competitions about Safety Ridding. (2) The Safety Ridding program in preventing traffic accidents is not optimal, therefore it is necessary to improve activity planning, activity implementation, and supervision in the implementation of Safety Ridding activities. The author provides suggestions by installing accident-prone warnings and creating data panels to facilitate supervision. The author concludes that the increase in traffic accidents is caused by several internal factors, namely planning activities, organizing personnel, implementing activities, and supervising personnel. The concept used are optimalization, Over Dimension Over Loading and Security, safety, order, and smooth traffic. The theory used are SWOT (Strength, Weakness, Opportunity, and Threat) theory analysis, 6M (Man, Money, Materials, Machines, Method, and Market) theory management, and POAC (Planning, Organizing, Actuating, and Controlling) theory management. The method used in this research is qualitative with field type of research. The data is collected through interview, observation, and document study. Interactive model which consists of data reduction, data presentation and conclusion is used as data analysis method. This research is conducted in Polres Sragen, Jawa Tengah. The high number of Over Dimension Over Loading violations in 2022 has disturbed the security, safety, order, and smooth traffic in Sragen. As the stakeholders in road traffic and transportation, the Traffic Enforcement Unit of Polres Sragen is in charge to handle ODOL violations in order to create security, safety, order and smooth traffic. The results of this research shows that the Traffic Enforcement Unit of Polres Sragen has carried out handling the ODOL violations in the jurisdiction of Polres Sragen, but it has not been carried out optimally. Some of the deprivations are lack of competent human resources, inadequate facilities and infrastructure, lack of budget, and method as well as non-optimal management. The National Police, especially the Temanggung Police Station, must immediately take proportional and professional steps. One of the preventive measures used by the National Police is a pre-emptive effort with the Binmas technical function as one of the executors. One of the methods of delivering safety messages to the public is through the sambang Bhabinkamtibmas . The purpose of this research was to determine the competence of Bhabinkamtibmas and the implementation of sambang by Bhabinkamtibmas in preventing the development of radicalism in Temanggung Regency. The research method used is to use a qualitative approach. Data collection techniques by conducting interviews, observation, and document study. The use of POAC management theory by George R Terry as an analytical knife for the implementation of sambang activities, as well as competency theory by Busro to analyze the competencies of Bhabinkamtibmas. This research was conducted with a qualitative approach. Data collection was carried out by means of interviews, observation, and document studies. The results found that Bhabinkamtibmas in carrying out its duties in maintaining Kamtibmas had not gone as expected. The research is using qualitative model with approaching the real case which the data retrieval come from interview, observation, documents study, and Focus Group Discussion (FGD) towards a number of sources in the jurisdiction of Temanggung Police Station’s area. The results of the research shows that Bhabinkamtibmas need to optimizing their ability of early detection from observation, searching information, and willingness to listen actively xvi towards society. Optimization of Bhabinkamtibmas Performance in the Framework of Maintaining Public Security and Order in the Legal Area of Karanganyar Police Nst, Tegar Mulia The crime of theft with weighting still dominates the list of kamtibmas disturbances in the jurisdiction of the Pekalongan Police. The Pekalongan Resort Police through the Samapta Unit has a major role in controlling and preventing cases of weighted theft by carrying out preventive efforts through patrols. The implementation of routine patrols is efficient but not optimal, this can be seen from the number of Curat crimes in the Pekalongan Police area, which is still fluctuating in the last 5 years. This situation motivated researchers to conduct more in-depth research on the topic of Optimizing Patrols by the Pekalongan Police Samapta Unit to Prevent Crime of Theft with Weights in the Framework of Maintaining Kamtibmas. The research was conducted using a qualitative research approach with the type of case study, which means that the researcher places himself as a research subject by going directly into the field. This research is also supported by data collection techniques in the form of observations, interviews, and documentation studies through documents. Then the data that has been obtained is then validated for truth through triangulation and determining the data to be used through data reduction, data presentation, and determining conclusions. The research findings are then analyzed further and then analyzed using the theory of performance achievement factor theory management, SWOT theory. In the end, the researcher was able to find the problem and was able to answer it through the symptoms that occurred in the form of patrol consistency which was assessed based on the Regulation of the Head of the Security and National Police of the Republic of Indonesia Number 1 of 2017 concerning patrols. Patrol is one of the effective preventive efforts when viewed from the process, but maximum results cannot be shown optimally in a sustainable manner. Efforts of Guidance and Counseling by Bhabinkamtibmas to Prevent Child Molestation in Grobogan Police Jurisdiction. Andrianto, Magenda Dimas        Disturbances of public security and order are divided into three, namely potential disturbances, thresholds of disturbances, and real disturbances. The number of disturbances resulted in not conducive public security and order. Child molestation in the jurisdiction of Grobogan Regional Police increased from 2019 to 2022. This resulted in not conducive public security and order in the jurisdiction of the Grobogan Police Station. Preventive efforts carried out by Grobogan Regional Police in overcoming child abuse are still not effective, so more preventive efforts are needed against child abuse through Bhabinkamtibmas counseling guidance. Bhabinkamtibmas as a police officer in a village or village becomes the front line in the community. Therefore, Bhabinkamtibmas has an important role through counseling guidance on the prevention of child abuse. The purpose of this study was to determine the organizational resources and management system of Bhabinkamtibmas counseling guidance on the prevention of child abuse at the Grobogan Police Station. This study used qualitative research by taking data conducted through interviews, observations, and document studies. The results of this study show that Bhabinkamtibmas counseling guidance has not been optimal so that more efforts are needed to prevent child abuse in terms of human resources, money, facilities and infrastructure, and methods as well as planning, organizing, implementing, and supervising and controlling. Optimization of the Performance of the Intelligence Unit through Early Detection to Prevent Conflicts between Pencak Silat Schools in the Jurisdiction of the Karanganyar Police Purnomo, Hari Cahyo This research is motivated by the case of the Pencak Silat Organization in the Karanganyar Regency Region. The Pencak Silat Oganization case is not a new case in the Karanganyar Region. The rise of this case has received special attention from the Karanganyar Police because it not only has an impact on material losses but has resulted in fatalities. Therefore, in order to create a conducive Kamtibmas situation, it is necessary to prevent conflicts between Pencak Silat Organization. Prevention will be carried out through optimizing the performance of the intelligence unit through early detection.             The theory used to analyze is the theory of function management and conflict management. The concept used as a theoretical basis, namely the concept of optimization and intelligence investigation. The approach used in this study is a qualitative approach with descriptive analysis to process the data obtained in the field. Sources of information obtained from primary and secondary data sources. The data collection techniques used were interviews, observation and document studies. Based on the results of research conducted by the Karanganyar Police, the performance of the Satintelkam Police is considered to be not optimal with the occurrence of pencak silat organization conflicts in the Karanganyar Regency area. As well as, there is still a lack of product manufacture and filing from the Karanganyar Police's Satintelkam. In preventing and resolving conflicts that have been carried out, they are still not effective so that new, better innovations are needed so that the conflicts in pencak silat organization can be resolved. This research focus is considered important because the theft of motorized vehicles over the past three years in Demak Regency has increased. Therefore, Satintelkam Demak police region seeks to optimize the performance of the Satintelkam security unit in early intelligence detection so that its implementation is in accordance with Perkabik No.1 of 2013 concerning Police Intelligence Investigation. This research aims to: (1) describe the performance of the Satintelkam Security Unit in the early detection of curanmor crimes, (2) find and describe efforts to optimize the performance of the Satintelkam Security Unit in the early detection of curanmor crimes in the Demak Police jurisdiction. In the conceptual literature to analyze the above problems, several theories are used in this study, namely; Management theory, and SWOT Analysis theory. While the concepts used as a theoretical basis, namely; the concept of optimization, the concept of Intelligence, the concept of performance, the concept of motor vehicle theft, and the concept of Early Detection. In this research, a qualitative method with descriptive analysis is used to process data and field research to obtain data directly by participantobservation. Primary and secondary data sources, using data triangulation to obtain data validity. The results of the findings during this study are (1) The performance of the Satintelkam Security Unit is still not optimal, the implementation of early detection has not been fully adapted to Perkabik No.1 of 2013 concerning Intelligence Investigation, such as the absence of checks in making daily mutation books, the unavailability of special investigation tools, the delivery of intelligence information is not in accordance with procedures. (2) Efforts to optimize the performance of the Satintelkam security unit in early detection are hampered due to limited training quotas and dikjur / dikbangspes to improve the competence of personnel, adjusting the qualifications of members in the field that are not implemented due to the limited number of personnel. Conclusions in this final project, (1) The performance of the Satintelkam Security Unit in early detection is still lacking, the implementation of early detection must comply with Perkabik No.1 of 2013. Fluctuations in theft that occur need to be prevented in order to create security and order, therefore the Polri operational unit which is assigned the task of prevention and community service must be the top priority for Samapta members. This study aims to describe the efforts of the Patrol Unit of the Jepara Police Samapta Unit in preventing theft which is associated with several factors that influence patrol efforts and to describe the efforts made by the Jepara Police Samapta Unit in preventing theft. This final project uses management theory and SWOT. Efforts made by the Samapta Patrol Unit organization in preventing the criminal act of theft are connected with the elements in the management theory used, namely consisting of Man, Money, Material, Machine, Method and Market. In the second formulation of the problem is about the implementation efforts by the patrol unit in preventing theft associated with the theory used by the author is with the theory of management, namely planning, organizing, implementing and controlling. As well as used the SWOT theory to describe the results of the factors that influence the initial conditions, namely internal factors and external factors. This study aims to describe Binluh by Bhabinkamtibmas as well as efforts to optimize Bhabinkamtibmas guidance and counseling activities in preventing drug trafficking in the jurisdiction of the Demak Police. This research method uses a qualitative approach with a descriptive analytical research type. The process of collecting data using interview techniques, and field observations. Data validity uses source triangulation, method triangulation, and theory triangulation. The concepts and theories used are SWOT analysis theory, 5M management theory, POAC theory and the concept of drug abuse, the optimization concept, the counseling guidance concept, the bhabinkamtibmas concept, and the drug concept. The factual condition based on the results of the research is that Binluh was not optimal by Bhabinkamtibmas in preventing drug trafficking at the Demak Police Station with the discovery of several faktors that influenced both internally and externally. In an effort to solve the problem being analyzed is to use the theory of Elements of Management 5M namely providing education to personnel, disseminating regulations on drug abuse, and establishing cooperation with other agencies. Furthermore, with the theory of Management Functions (POAC), namely maximizing planning in accordance with applicable regulations, dividing the area of extension guidance, and supervising and providingreward andpunishment to Bhabinkamtibmas members. This has resulted in the performance of the police being ineffective and not running as it should. There were several deviant acts committed by members of the police, such as delaying the implementation of patrols so that activities did not go according to the activity plan and the results obtained were not as expected. This also happened at the Karanganyar Police Station. Researchers used a qualitative approach to the type of research field research. The sources obtained are from primary and secondary data sources. Data collection was carried out by interview, observation, and document study techniques. The research focuses on the Karanganyar Police Samapta Unit. The validity of the data using the triangulation method. Data analysis with interactive models through data reduction, data presentation, as well as conclusions and data verification. The results of the study show that the activities carried out in preventing criminal acts have not been effective, both in terms of the elements of man, money, material, method, and machine. In addition, there are problems in the stages of implementation both in planning, organizing, actuating, and supervising. Motorcycle thievery in Surakarta is due to its economic value and highly used transportation in Surakarta. Police criminal Investigation unit whom bear the task to overcome motorcycle theft is General Investigation unit (Resum). This research is aim to identify and to describe the management application and competency on general criminal investigation unit police officers in order to overcome motorcycle theft. Several problems occured such as impairment on technology, officers’ quantity and quality, impairment on facilities, thief whos still in quest or recidivist, lack of supervision, and the inability to set standard operational procedure when on duty to reveal the theft. A number of solutions and innovations related to the problems found are to have collaboration with another institution like Dukcapil, Dishub, Universities, and local goverment of Surakarta. The purpose of this writing is to describe and analyze the implementation and form of optimization Samapta Patrol Unit of in preventing the circulation of liquor in the jurisdiction of Surakarta Resort Police.  The type of research used is research with a qualitative approach with descriptive analysis methods.  This method describes the factual conditions that exist in the field and is analyzed using related theories.  The theory that the writer uses is POAC management theory and Organizational Resource theory.  The author also uses the concept of optimization and patrolling.  In order to find out the causes and solutions to existing problems, the author carried out research in the jurisdiction of the Surakarta Resort Police. From theresults of the study, Samapta Patrol Unit is still not optimal in carrying out patrols to prevent the circulation of liquor in the jurisdiction of the Surakarta Resort Police.  It was found that there were still deficiencies in the planning, organization, actuating, and controlling of the Patrol Unit and the aspects of human resources, budget, facilities and infrastructure and methods of conducting patrols were not yet optimal.  The problems in this final project are solved by using theories and concepts in accordance with the hope that the Samapta Patrol Unit can be optimal and the number of liquor circulation in the jurisdiction of the Surakarta Resort Police can be reduced. The concept of optimization referred to here is how to make the steps taken by the Kamsel Unit of the Batang Police can reduce the number of accidents in the jurisdiction of the Batang Police. In addition, researchers also use the SWOT theory to identify problems internally and externally. This type of research is field research with a qualitative approach with data collection techniques in the form of interviews, document studies, and observations focused on the Batang Police jurisdiction, Central Java, which has traffic accident cases during January-November 2022. Based on the analysis that has been carried out , it is known that in discussing the implementation of Dikmas Lantas, Kamsel Unit, at the Planning stage many activities were carried out spontaneously without careful Planning, besides that in terms of Organization the number of personnel they had was still lacking. During the Dikmas Lantas, Kamsel Unit implementation stage, it seemed that what was important was just running without clear targets or goals. For the control stage, it is carried out with monthly meetings and LHP reporting, but the writing of the LHP that is made is not in accordance with Perkap No 1/2019. Regarding the management of Organizational resources managed by Dikmas Lantas the quantity of personnel is still not ideal, then in terms of the budget when compared to demands and targets it is relatively limited, the Methods used are quite varied apart from conducting direct guidance to the community, Dikmas Lantas also puts up banners and billboards in accident-prone areas. In this research, the writer will describe the implementation and patrol method of Satuan Samapta’s two-wheel patrol in order to prevent vehicle theft in Temanggung police jurisdiction. This study uses a qualitative approach. qualitative methode used as a procedure to generate descriptive data such as words written or verbal from people and behavioral observed. The focus of this research is the preventive implementation optimization by Satuan Samapta’s Unit Turjawali through twowheel patroli in order to prevent vehicle theft in Temanggung police jurisdiction. Primary data was gathered by doing interviews with 6 people and secondary data was gathered by scripts. Data validation uses source, method, and theory triangulation. The results of this study indicate that the management of four-wheel patrol analyzed with management theory and prevention crime theory wasn’t optimal. The lack of implementation in two-wheel patrol and from un-done patrol method causes Satuan Samapta’s two-wheel patrol wasn’t optimal. The Performance of the Turjagwali Unit of the Traffic Police of Polresta Pati through Patrols in Preventing Traffic Accidents in Blackspot Zones to Achieve Traffic Security, Safety, Order, and Smoothness. Zhafar Ghali, Muhammad Alif In 2021 according to the calculations of the Central Statistics Agency, Indonesia will experience a population increase of 1.13% with a total of 275,770,000 people. This increase was accompanied by an increase in the economy and community needs, so that the mobility carried out by the community was increasing. To support this mobility, people use transportation. The more transportation people use, the number of traffic violations and accidents also increases. This study aims to analyze the performance of the Turjagwali Sat Traffic Unit of the Pati Police in preventing traffic accidents in the blackspot zone through patrols. In writing this final assignment, the author uses concepts and theories which are used as an analytical knife for discussing the problems found and providing problem solving for the Turjagwali Satlantas Polresta Pati Unit. From the results of research conducted by the author, many factual conditions in the implementation of patrols by the Turjagwali Satlantas Polresta Pati Unit are not in accordance with the rules, namely Perkabaharkam No. 1 of 2017 concerning Patrols. This discrepancy was influenced by both internal and external factors so that during the implementation of the patrol there were many obstacles and problems faced by the Pati Polresta Polresta Turjagwali Unit. The implementation of patrols to prevent traffic accidents in the blackspot zone by the Turjagwali Satlantas Unit of the Pati Police is expected to comply with the rules in carrying out tasks and remain guided by Law no. 2 of 2002 concerning the National Police and Law no. 22 of 2009 concerning Road Traffic and Transportation. Therefore, the author provides several problem solving discussed in this final project. In the end, the authors can conclude that the performance of the Turjagwali Satlantas Polresta Pati Unit through patrols in preventing traffic accidents in the blackspot zone is not optimal. Problem solving and suggestions provided by the authors discussed in this final project are expected to have a positive influence on the implementation of patrols by the Turjagwali Unit so that traffic accidents in the blackspot zone can be reduced and the realization of traffic monitoring in the jurisdiction of the Pati Police. Optimization of Four-Wheeled Patrol Units by Samapta Units in Order to Prevent Curat Crimes in the Jurisdiction of Sukoharjo Police Station Huwae, Axel The author's final project raises the issue of "How to Optimize the Four-Wheeled Patrol Unit of the Samapta Unit in order to Prevent Theft with Aggravation in the Sukoharjo Police Jurisdiction". This Final Project aims to identify the method of implementation of the Sukoharjo Police Samapta Unit Four-Wheeled Patrol and the quality of human resources of the Sukoharjo Police Samapta Unit Four-Wheeled Patrol. This research uses a qualitative approach with the type of field research through limited observation, interviews, and document studies. The data sources used were also obtained from relevant articles, books, journals, and online media news. This research uses Management Theory, SWOT Theory and Competency Theory as well as four concepts relevant to the problem, namely the concept of patrol, the concept of kamtibmas, the concept of theft with weight and the concept of optimization in accordance with Perkabaharkam Number 1 of 2017 concerning Patrol. The results of the study found that the crime of theft with aggravation is the highest crime in the jurisdiction of Sukoharjo Police Station. The implementation of patrol activities carried out has problems in planning, organizing, implementing, and supervising. Based on the results of the study, the author suggests mapping vulnerable areas, coordination with police ranks, and direct supervision by the leadership of patrol implementation in accordance with Perkabaharkam Number 1 of 2017 concerning Patrols. To improve their human resources, it is necessary to increase the ability and insight of patrol members through discussion forums and training held by Sukoharjo Police Station so that the implementation of patrols can be optimal. The Optimization of Investigation by Satreskrim Polres Boyolali in Discovering Criminal Actions of Fraud through Electronic Media Ginting, Ariel Each year, many individuals fall victim to internet fraud, but few opt to report it. The number of reported instances of fraud has increased, yet this trend persists. This study aims to find and examine how officers in the Boyolali Police Satreskrim region handle fraud cases via social media, as well as the obstacles they experience in doing so. In order to obtain a clear and relevant image of criminal policy on the role of the police in combating criminal acts of fraud over the Internet, interview data and all other data were evaluated using qualitative analytical techniques to address the defined challenges. The optimization of Polri's social media fraud case management has not been completed successfully. This problem emerges because HR departments lack the knowledge and resources essential to achieve their goals and objectives. Due to the fact normally, only a few numbers of employee has had official training in IT, it is evident that investigators' expertise in cybercrime disclosure tactics and methods is significantly weak at this time. Optimizing the Performance of State Security Intelligence of Temanggung Police Against Radicalism to Realize Community Security and Order in Temanggung Police Hehamahwa, Hizkia Reinhard This research aims to obtain an overview of the role of performance that has been carried out by The Temanggung Police Intelligence Unit, especially in preventing disturbances caused by community organizations. In addition, an overview of how the implementation of prevention and what faktors influence it. In writing this research, the researcher uses management theory and organizational resources theory as a means for researchers to analyse and process data obtained when conducting research, as well as several concepts and understandings to clarify understanding related to this writing. The data was collected by using a qualitative approach, a field research using observation techniques, interviews with sources, and document review and data triangulation as a means of validating the data obtained. Based on the results of research that has been carried out, the implementation of patrols in the jurisdiction of the Temanggung Police Station is still far from expectations because the expected real change is a significant reduction in the number of disturbances to security and social order by mass organizations. In addition, the increase in state security unit has not gone well because it still cannot meet the indicators of the effectiveness of an activity, namely understanding the program, achieving goals, and real changes. It can be concluded that the role of state security Unit in improving early detection is still not maximized based on the theory and analytical methods used by researchers and also the faktors that influence it, especially in the internal scope of human resources and the methods used in the planning, implementation, as well as supervision and control stages. Optimization of Law Enforcement by Gakkum Unit through the Electronic Traffic Law Enforcement System to Reduce Traffic Violations in the Jurisdiction of the Pemalang Police Resort Intan, Made Intan Isaka Sri Maharani Enforcement of traffic violations through the Electronic Traffic Law Enforcement system is one form of effort to reduce traffic violations. Regarding this matter, this research aims to optimize law enforcement of traffic by the Gakkum Unit of the Traffic Unit of the Pemalang Police Resort through the ETLE system, especially the Mobile Hand Held type, towards traffic violations in the jurisdiction of the Pemalang Police Resort. Additionally, the Mobile Hand Held ETLE system is based on the ANPR (Automatic Number Plate Recognition) method. This research uses a qualitative approach and field research type. Conceptually, the analysis tool used in this research is the use of management theory, law enforcement theory, and SWOT theory. The concepts used are optimization concept and ETLE concept. The results show that the ETLE system has an influence on the dynamics of the number of traffic violations in the jurisdiction of the Pemalang Police Resort, as shown in the data of traffic violations in 2020 (before the implementation of the ETLE system in the jurisdiction of the Pemalang Police Resort) and in 2021 (the first year of the implementation of the ETLE system), which decreased by 5,916. Despite this, there are several obstacles faced in using the ETLE system, such as budget limitations, infrastructure, technical issues, and societal patterns. Based on the results of this research, it is recommended that the Gakkum Unit of the Traffic Unit of the Pemalang Police Resort can optimize the ETLE system as an effort to enforce traffic violations and develop more accurate ANPR methods. Efforts to Improve the Performance of Rapid Response Patrols by the Samapta Unit in Preventing Motorcycle Theft in the Jurisdiction of Surabaya Police Headquarters Fiorentina, Helena The city of Surabaya is one of the largest metropolitan cities in East Java Province, and is one of the most populous cities. As one of the largest and most populous Metropolitan Cities, Surabaya has a high crime rate. Several forms of high criminality in Surabaya are theft, cheating and stealing. Motor vehicle theft (curanmor) is one of the highest numbers among the three with the latest data in 2023 there were 544 thefts. This research aims to examine the implementation and performance efforts of Satsamapta Quick Response Patrols to prevent criminal acts of theft in the jurisdiction of the Surabaya Police. This research method is qualitative research using interview instruments, observation and document study. Several things show that efforts to implement Respatti patrols at the Surabaya Police can still be improved. This research concludes that communication with the Head of Samapta is needed to improve several things such as; (1) Standard stages, (2) Random inspections or inspections, (3) More sophisticated technology, (4) Further attention to the results of audits related to the discovery of theft.
