Sidoarjo has the largest population after Surabaya, with a total population of 2,267,000. Therefore, the high use of narcotics in the Sidoarjo area is due to the large population. The Sidoarjo Police use preemptive efforts through counseling to overcome the problem of abuse of drugs in Regency Sidoarjo. </span><span style="font-weight: 400;">Study This is included in the category of field research, which is conducted directly in the field to provide an objective picture of the reality of the problem being studied. This type of research seeks to interpret various aspects such as observed conditions or relationships, developing opinions, processes, consequences or effects, and emerging trends. This type of research will provide a detailed explanation of how Bhabinkamtibmas optimizes counseling in efforts to prevent drug abuse in the jurisdiction of the Police Sidoarjo. The constraint or obstacle found by member Public Order Officer Police Station Sidoarjo is the performance of Bhabinkamtibmas Polresta Sidoarjo is still inefficient and ineffective. The study aims to analyze the implementation of guidance and counseling activities of Bhabinkamtibmas to prevent fraud, as well as the competence and communication of Bhabinkamtibmas in preventing fraud in the area. The theories and concepts used include management, competence, social communication, optimization, role, and the Bhabinkamtibmas concept, with a qualitative method. The results show that although the guidance and counseling activities of Bhabinkamtibmas have been implemented with good operational performance management, there are still limitations in community involvement, lack of impact of the activities, and issues in information dissemination. The competence of Bhabinkamtibmas appears to be good in terms of knowledge, skills, and attitude, but is hindered by heavy workload. Communication by Bhabinkamtibmas in guidance and counseling activities is well-implemented. This research uses a qualitative approach with field research methods. Data analysis by data reduction, data presentation, and concluding. The results of the research show that cases of beatings in the last 3 years still have a tendency to increase, so the role of Bhabinkamtibmas through counseling and guidance activities is expected to reduce the number of cases of pre-emptive beatings that occur in the jurisdiction of the Nganjuk Police. The theories used are the Collaborative Leadership theory and the Program Implementation theory. The results of this study show that the Empowerment of Bhabinkamtibmas has never been carried out related to the problem of increasing drug trafficking in Traditional Communities in the Tuban Regency Area. Bhabinkamtibmas has a strategic role as the front guard of the Police to prevent drug trafficking in traditional communities. However, there are still several obstacles to its implementation, such as the lack of coordination between Satnarkoba and Satbinmas regarding the prevention of drug trafficking in Traditional Communities at the Tuban Police. In 2022, there was a decrease in the percentage of case completion, which was 7.1%. This research used a qualitative study approach because it aligns with the understanding of the qualitative approach above. The research is closely related to a dynamic society, which is poured with descriptive data that can be observed and definite by the reality that occurs in the field. The results of observations made by the author found differences in mechanisms between regulations in perkap and implementation related to reporting. Officers do not immediately make people who come to report a crime to SPKT a Police Report. Only reports that have met two sufficient pieces of evidence will be made a police report by the officer, while reports that have not met two enough pieces of evidence will be made a certificate of receipt of the report. In addition, there are findings related to operational members who do not make Investigation Results Reports, which can hinder the investigation process.
