Effectiveness of Samapta Unit Dialogical Patrol in Reducing Theft Crimes to Maintain Public Security and Order in the Jurisdiction of Kediri City Police
Abstract
Criminal acts of motorcycle theft (curanmor) are among the criminal cases that have garnered attention from the community in the city of Kediri. Among the 3C Criminal Acts, curanmor has the highest number of reports. In 2021, there were 17 cases; in 2022, there were 21 cases; and in 2023, there were 30 cases of curanmor. The lack of effectiveness in special patrol activities, especially dialogical patrols, could disrupt the security and comfort of the people of Kediri. The purpose of this research is to examine the implementation, inhibiting factors, and supporting factors of dialogical patrol activities by the Satuan Samapta unit in reducing the incidence of curanmor crimes to maintain public order and security in the jurisdiction of the Kediri Kota Police.
This research utilizes SWOT theory and POAC management theory, as well as the concepts of effectiveness, patrol, and curanmor criminal acts. The author also applies a qualitative descriptive method in this research, collecting data through observation, interviews, and document studies. The data are then tested using triangulation from various sources, techniques, times, and theories.
The results and conclusions of the research indicate that the implementation of patrols, especially dialogical patrols by the Satsamapta unit of the Kediri Kota Police, cannot yet be considered effective. This is due to several factors that have not been implemented properly according to police operational guidelines, including the quality and quantity of human resources, the implementation of dialogical patrol activities, and direct supervision from superiors to reduce the incidence of curanmor crimes to maintain public order and security in the jurisdiction of the Kediri Kota Police.
