Optimization of the Patrol Unit of the Samapta Unit in Preventing 3C Crimes (Theft, Robbery, and Motor Vehicle Theft) in the Jurisdiction of Tulungagung Police Resort

Abstract

Crime data in Tulungagung district show that from 2020-2023 the highest crime rate is occupied by 3C crimes. This creates scourge, and ultimately disrupts the security and order of the public. Polri, who has the primary duty to maintain Kamtibmas, is fully responsible for 3C prevention. This is carried out through patrol activities by the Satsamapta Polres Tulungagung Patrol Unit. However, the patrol operation by the Patrol Unit is not optimum. The staff and budget are still short, the equipment and equipment are not fully utilized, and the planning and implementation of patrols are not based on data analysis. Control by the leader could not be done either because of the damaged equipment. Therefore, it is necessary to formulate appropriate optimization efforts for the Satsamapta Patrol Unit in order to be effective and efficient in the prevention of 3C crime. A qualitative approach with research descriptive analysis is used as a method in this research. The study uses the POAC Theory, the 6M Theory and the Rational Choice Theory as a knife for analysis. Equipped with optimization concepts, crime prevention concepts and patrol concepts in accordance with Perkabaharkam No. 1 of the Year 2017 on Patrol. The results of the field research showed that data on 3C crimes were not maximized. Same with equipment like electric gun, pepper gun and E Samapta Mobile. Planning and organization are not in line with the conditions of the organization. Some optimization efforts that could be further explored include enhancing membership capabilities, utilizing equipment, improving planning systems, changing team layouts, using social media, increasing intensity and quality of dialogue, raising risk to perpetrators, and raising public awareness, optimizing controls, and renewing SOPs.
