The Effectiveness of Satreskrim Performance in Disclosing Criminal Offenses of Theft in the Jurisdiction of the Kediri City Police

The number of curanmor cases in the Kediri City Police area during 2020-2023 (January-August) showed a fairly high number and tended to increase even though in 2021 it had decreased. There is still a considerable difference between the number of curanmor cases that occur and the curanmor cases that can be resolved, which is one indicator that the performance of the Kediri City Police Satreskrim in disclosing curanmor cases is still not effective. Based on Police Regulation Number 2 of 2021 in Article 33 paragraph (1), Satreskrim has the role of handling various issues related to crime or criminal acts. Therefore, a study was conducted that aims to determine and analyse the organisational resources and performance effectiveness of Satreskrim in disclosing the crime of curanmor in the Kediri City Police jurisdiction. The theory that the author uses in this research is management theory and organisational resource theory by George R. Terry. While the concepts used include: the concept of effectiveness, the concept of theft of motorised vehicles, and the concept of performance. The theory is used as the basis of this research.The approach used by the author in this research is a qualitative approach with the focus of research in the form of the effectiveness of the performance of the Kediri City Criminal Investigation Unit in uncovering criminal acts of curanmor. The data sources used are primary and secondary data sources. The data collection techniques used in this research are interviews, observations and document studies.

However, more and more countries and communities are starting to look at alternative approaches that are more humane and deeper: restorative justice. Restorative justice offers an approach that focuses on healing, reconciliation, and rebuilding communities affected by criminal acts, including abuse. In this article, we will explore the concept of restorative justice and how this approach can be applied in handling cases of abuse.

The Effectiveness of Restorative Justice Mediation as a Resolution Effort for General Criminal Cases by Polres Satreskrim Investigators Jombang

General criminal cases that occur in the jurisdiction of the Jombang Police are still classified high which causes the number of arrears of cases to increase every year. Study This aims to describe the application of the principles of restorative justice, identifying factors that influence the effectiveness of restorative justice mediation, and obstacles or obstacles to implementation of restorative justice mediation as an effort to resolve general criminal acts by investigators Jombang Police Criminal Investigation Unit. This type of research is qualitative descriptive with a juridical approach normative. The research results show active community involvement through internal mediation resolution of general criminal acts in order to seek mutual agreement through deliberation and consensus through the implementation of restorative justice by the Jombang Police Criminal Investigation Unit. During the implementation of mediation restorative justice at the Jombang Police is still not effective because there are several factors influencing it, including legal factors, law enforcement, legal facilities, society, and culture. The restorative justice reform system is also not running completely smoothly because there are obstacles or obstacles that are vulnerable to being used as openings for corruption.

Optimalisasi Unit Laka Lantas dalam Penanganan Kecelakaan Lalu Lintas di Wilayah Hukum Polres Kudus

Penelitian ini dilatarbelakangi oleh angka kecelakaan lalu lintas yang terus naik dalam kurun waktu 3 (tiga) tahun terakhir. Oleh karena itu dalam menghadapi angka kenaikan kecelakaan lalu lintas tersebut Unit Laka Lantas Polres Kudus berupaya untuk mengoptimalkan penangan kecelakaan lalu lintas agar setiap kecelakaan lalu lintas yang terjadi dapat diatasi dengan baik. Penelitan dalam skripsi bertujuan untuk : (1) medeskripsikan penanganan kecelakaan lalu lintas wilayah hukum Polres Kudus, (2) menemukan faktor-faktor yang mempengaruhi penanganan kecelakaan lalu lintas di wilayah hukum Polres Kudus dan (3) mendeskripsikan upaya untuk optimalisasi penanganan kecelakaan lalu lintas oleh Unit Laka Lantas Polres Kudus. Pada kepustakaan konseptual penulis menggunakan teori dan konsep guna menganalisis permasalahan di atas. Konsep dan teori tersebut adalah : Teori Manajemen, Teori Peran, Konsep Optimalisasi, Konsep Koordinasi, Pengertian Lalu Lintas dan Penanganan Terhadap Kecelakaan Lalu Lintas, Dalam penelitian ini digunakan pendekatan kualitatif dengan Metode Penelitian Lapangan (Field Research) dan menggunakan triangulasi data, sumber, dan teoritis untuk memperoleh validitas data. Hasil penelitian menunjukkan bahwa penanganan kecelakaan lalu lintas di wilayah hukum Polres Kudus belum maksimal karena peningkatan angka kejadian kecelakaan tersebut tidak diimbangi dengan perkembangan baik kemampuan maupun sarana prasarana yang dimiliki. Simpulan dalam penelitian ini menegaskan bahwa: (1) angka kecelakaan lalu lintas di wilayah hukum Polres Kudus mengalami kenaikan sehingga beban kerja dari Unit Laka bertambah, (2) faktor yang mempengaruhi selain dari faktor internal juga faktor eksternal berupa saksi karena saksi berperan penting dalam penyelesaian suatu perkara dengan memberikan keterangan dan (3) Peran dari Kanit Laka maupun anggota Unit Laka dalam memaksimalkan sumber daya yang ada dengan manajemen yang baik sangatlah diperlukan. Saran dalam skripsi ini, Satuan Lalu Lintas memaksimalkan koordinasi dengan instansi terkait guna kerjasama dalam kamseltibcar lantas, selain penambahan personil dan perbaikan sarana prasarana anggota unit laka dapat mengajarkan kemampuan dari satu anggota ke anggota lain dan mengadaptasi program Panic Button sebagai Quick Response dalam mengatasi kecelakaan lalu lintas.

This research is motivated by the number of traffic accidents that continues to rise in the last 3 (three) years. Therefore, in facing the increase in traffic accidents, the Kudus Police Laka Lantas Unit seeks to optimize the handling of traffic accidents so that any traffic accidents that occur can be handled properly. The research in this thesis aims to: (1) describe the handling of traffic accidents in the Kudus Police jurisdiction, (2) find the factors that influence the handling of traffic accidents in the Kudus Police jurisdiction and (3) describe efforts to optimize the handling of traffic accidents by Kudus Police Laka Lantas Unit. In the conceptual literature the author uses theories and concepts to analyze the above problems. These concepts and theories are: Management Theory, Role Theory, Optimization Concepts, Coordination Concepts, Understanding Traffic and Handling of Traffic Accidents, In this study a qualitative approach is used with Field Research Methods and uses triangulation of data, sources, and theoretical way to obtain data validity. The results showed that the handling of traffic accidents in the Kudus police area was not optimal because the increase in the number of accidents was not balanced with the development of both the capabilities and infrastructure owned. The conclusions in this study confirm that: (1) the number of traffic accidents in the Kudus police area has increased so that the workload of the Laka Unit increases, (2) factors that influence other than internal factors as well as external factors such as witnesses because witnesses play an important role in the settlement a case by providing information and (3) The role of the Office of Laka and members of the Unit of Laka in maximizing available resources with good management is very necessary. Suggestions in this thesis, the Traffic Unit maximizes coordination with relevant agencies for cooperation in kamseltibcar then, in addition to adding personnel and improving the facilities of laka unit members, can teach the ability of one member to another and adapt the Panic Button program as Quick Response in dealing with past accidents cross.

Optimalisasi Penyuluhan oleh Satuan Binmas Wilayah Hukum Polres Jepara dalam Menumbuhkan Kesadaran Masyarakat Akan Bahaya Penggunaan Minuman Keras

Fokus penelitian ini adalah tentang optimaliasi penyuluhan oleh Satbinmas dalam menumbuhkan kesadaran masyarakat akan bahaya penggunaan miras. Fokus kajian ini dipandang penting dilakukan sebab banyak terjadi tindak pidana yang berawal dari pengaruh minuman beralkohol diantaranya perkelahian yang berwujud pada penganiayaan, kekerasan dan keributan- keributan yang membuat tidak adanya ketenangan pada masyarakat. Hal ini salah satu diakibatkan oleh mengkonsumsi minuman yang berkadar alkohol yang mengakibatkan hilangnya kesadaran, sehingga menjadi awal dari tindakan atau perbuatan pidana yang meresahkan masyarakat padahal ketentuan minuman beralkohol di Jepara adalah 0% sesuai yang telah ditetapkan Perda Kabupaten Jepara No. 2 Tahun 2013 tentang Larangan Minuman beralkohol. Ada tiga persoalan yang diajukan dalam penelitian skripsi ini, yakni tentang; (1) Bagaimana penyuluhan oleh Satbinmas tentang bahaya penggunaan miras?, (2) Faktor apa saja yang mempengaruhi penyuluhan oleh Satbinmas?, (3) Upaya apa untuk mengoptimalkan penyuluhan oleh Satbinmas dalam menumbuhkan kesadaran masyarakat akan bahaya penggunaan miras?. Untuk menganalisis terhadap tiga persoalan tersebut, peneliti menggunakan metode dan pendekatan kualitatif. Penggunaan kerangka konseptual berupa teori dan konsep digunakan sebagai pisau analisis oleh peneliti dalam menjawab rumusan masalah yang telah ditentukan. Teori dan konsep yang digunakan peneliti yaitu teori manajemen dan unsur-unsur manajemen, teori komunikasi, konsep optimalisasi serta konsep penyuluhan. Adapun temuan penelitian ini yakni (1) Kurang optimalnya penyuluhan oleh Satbinmas tentang bahaya penggunaan miras dikarenakan penyuluhan tentang miras materinya hanya bersifat sisipan. (2) Faktor yang mempengaruhi penyuluhan oleh Satbinmas yaitu faktor internal dan faktor eksternal dimana yang menjadi faktor penghambat yaitu kemampuan petugas yang masih kurang, saranaprasaran yang tidak diperhatikan, kesadaran hukum masyarakat rendah, dan miras yang telah menjadi kultur masyarakat jepara. (3) Upaya yang telah dilakukan Satbinmas salah satunya yaitu menjadi Irup disekolah-sekolah dan membuat video musik namun belum terfokus tentang miras. Dari temuan penelitian tersebut, disarankan Kasat Binmas menyelenggarakn penyuluhan yang terfokus tentang miras, berkerjasama dengan Dinas Kesehatan untuk memberikan pembekalan tentang miras kepada personil Satbinmas, meningkatkan intensitas penyuluhan dengan memanfaatkan saluran radio yaitu Swawa Jepara, dan menegakkan Perda Kabupaten Jepara No. 2 Tahun 2013 secara tegas.

The focus of this research is about optimizing counseling by Satbinmas in growing public awareness of the dangers of alcohol use. The focus of this study is considered important because there are many criminal acts that originate from the influence of alcoholic beverages including fights that manifest in the persecution, violence and commotion that makes there is no peace in the community. This is caused by consuming alcoholic beverages which results in loss of consciousness, so that it is the beginning of criminal actions or unsettling to the public even though the provision of alcoholic drinks in Jepara is 0% in accordance with Jepara District Regulation No. 2 of 2013 concerning Prohibition of Alcoholic Beverages. There are three issues raised in this thesis research, which are about; (1) How is counseling by Satbinmas about the dangers of alcohol use ?, (2) What factors affect counseling by Satbinmas ?, (3) What efforts to optimize counseling by Satbinmas in raising public awareness of the dangers of alcohol use ?. To analyze these three problems, researchers used qualitative methods and approaches. The use of conceptual framework in the form of theory and concepts is used as a knife of analysis by researchers in answering the formulated problems. Theories and concepts used by researchers are management theory and elements of management, communication theory, optimization concepts and extension concepts. The findings of this study are (1) Less optimal counseling by Satbinmas about the dangers of alcohol use because counseling about alcohol is only insertion material. (2) Factors that influence counseling by Satbinmas are internal factors and external factors which are inhibiting factors, namely the ability of officers who are still lacking, suggestions that are not heeded, low public legal awareness, and alcohol which has become Jepara's culture. (3) One of the efforts made by Satbinmas is to become an IRUP in schools and make music videos, but they are not focused on alcohol. From the research findings, it is suggested that Kasat Binmas conduct counseling which is focused on alcohol, collaborate with the Health Office to provide supplies on alcohol to Satbinmas personnel, increase the intensity of counseling by utilizing radio channels namely Swawa Jepara, and enforce Regional Regulation No. Jepara No. 2 of 2013 expressly.
