The Role of the Sabhara Unit's Four-Wheeled Patrol in Preventing the Crime of Theft by Weighting at the Purwakarta Police

Crime of Theft with a Burst is a prominent case in Purwakarta Regency. This was indicated through the basic intelligence of Purwakarta Police Resort in 2019 which showed that the crime amounted to more than one hundred cases from three years back. The police in maintaining Kamtibmas, through preventive measures carried out by the Sabhara function through Patrol activities, are trying to prevent felony. The purpose of this study is to describe and analyze the problems that occur in Purwakarta police in preventing these criminal acts.

These problems are analyzed using concepts and theories. The concepts in question include the Role Concept, Patrol Concept, Curat Concept, while the Theories used include Role Theory, Management Function Theory, and Crime Prevention Theory. The author in conducting research based on a qualitative approach with interviews, document studies, and research literature.

In carrying out the research the author can find out how the role and stage of the implementation of four-wheeled patrol in Purwakarta Police, and strategies to prevent criminal acts of theft by weighting. Each of the findings then analyzed by the author refers to the concepts and theories.

From these results it can be concluded that criminal acts of theft by weighting are still prominent in Purwakarta district. Criminal crimes require the role of a sabhara four-wheeled patrol unit to be increasingly improved in order to be able to prevent a criminal offense. The advice given by the author is that a strict and periodic evaluation is needed to improve the performance of patrol members.

The Performance of Bhabinkamtibmas in Preventing the Crime of Motorized Vehicle Theft in the Legal Area of the Ciamis Police

Tingginya tindak pidana curanmor yang terjadi di wilayah Polsek Ciamis merupakan latar belakang saya dalam melaksanakan penelitian ini. Sehubungan dengan itu masyarakat harusnya mendapatkan edukasi berupa daya cegah dan daya tangkal agar tidak terjadinya tindak pidana tersebut. Sehingga ini berkaitan dengan kurang atau belum terlaksananya kinerja dari Bhabinkamtibmas. Ini bertujuan untuk mendeskripsikan dan menganalisa kinerja, faktor-faktor yang mempengaruhi, serta cara meningkatkan kemampuan Bhabinkamtibmas di wilayah hukum Polsek Ciamis.

Teori dan konsep yang digunakan dalam menganalisis penelitian ini teori peran (Role Theory), teori motivasi, teori kompetensi, konsep pemolisian masyarakat (Community Policing), konsep Bhabinkamtibmas, konsep Keterampilan Bhabinkamtibmas, dan konsep promoter.

Metode penelitian ini menggunakan pendekatan kualitatif dengan metode field research. Penelitian ini berlokasi di wilayah hukum Polsek Ciamis dengan fokus penelitian pada anggota Bhabinkamtibmas Polsek Ciamis. Penelitian ini menggunakan Teknik pengumpulan data yaitu wawancara, observasi, dan telaah dokumen.

Temuan yang didapat adalah (1) Kinerja Bhabinkamtibmas dikarenakan faktor motivasi seperti tunjangan kinerja, Bhabinkamtibmas tidak dapat berkarir lebih maju, dan tingkat keamanan Bhabinkamtibmas dalam menyentuh kelompok masyarakat. (2) Yang mempengaruhi tugas Bhabinkamtibmas yaitu faktor internal dan faktor eksternal. Selain itu dari aspek ketrampilan Bhabinkamtibmas tentang komunikasi sosial, pemecahan masalah, kepemimpinan, negosiasi dan mediasi, dan deteksi dini. (3) Kemampuan Bhabinkamtibmas dibidang pengetahuan, ketrampilan, konsep diri, ciri diri, dan motif memerlukan peningkatan dengan melibatkan Polres Ciamis, Polda Jabar dan Perguruan tinggi di Ciamis.

Kinerja Bhabinkamtibmas kurang maksimal karena kurangnya motivasi dan dalam pelaksanaannya terkesan menggugurkan tugas, serta faktor yang mempengaruhi terdapat dari internal dan eksternal Bhabinkamtibmas,. Perlu adanya pengendalian dan pengawasan yang lebih rinci agar pelaksanaan sesuai aturan dan dapat tercapainya kamtibmas.

Optimization of mobile driving licenses in improving public services by the Garut Police Traffic Unit Regident

This research was motivated by the high number of enforcement of traffic violations for drivers without a SIM committed by the Garut Police Traffic Unit. One form of innovation to improve public services has been carried out by the Garut Polres Satlantas Regident Unit through the implementation of a Mobile SIM to make it easier for remote communities who are constrained by distance problems to extend their SIM. However, in practice it is not in accordance with the main purpose of the innovation made. Therefore, a study was carried out which aimed to describe the implementation of a mobile driver's license in improving public services by the Garut Police Traffic Unit Regident Unit, the Unit regident's efforts to optimize these innovations, and the influencing factors. This research was conducted using a qualitative approach that focused on optimizing mobile driving licenses located in Garut Regency, data collection techniques by interview, observation, and document review, data validity by using data triangulation with primary and secondary data sources as well as data analysis techniques in the form of data reduction, presentation data, and drawing conclusions.

The results of the study found that the optimization of driving licenses in improving public services by the Garut Police Traffic Unit Residents analyzed by management theory and Article 21 of Law Number 25 of 2009 is appropriate to be implemented at the Garut Police. The implementation of mobile driving licenses is quite good with the fulfillment of the indicators contained in article 21 of Law Number 25 of 2009. However, there are still obstacles in terms of waiting room facilities, costing, and guaranteed service certainty, especially in determining schedules to reach areas remote areas of Garut Regency. Analysis of the Regident Unit's efforts to optimize mobile driving licenses has been going well, but needs to be improved in the supervisory and organizational functions. Meanwhile, the most influential factors are market factors related to the applicant's license extension (public interest) and road infrastructure. Based on the results of the study, the researchers suggest comprehensive socialization to the public through various media and cooperation with cellular operators, proposals for education and training for SIM examiner certification for mobile SIM officers, increasing supervision and coordination within the Garut Police Traffic Unit Regident in order to achieve public satisfaction.

Implementation of the GPSKU application on vehicles in disclosing criminal acts of theft (studies at the Ciamis Police Criminal Investigation Unit)

This research is motivated by the high level of Curanmor crime that occurred in t Ciamis, based on the total Crime that occurred in the last 3 years shows the number of cases of Curanmor resolved is less than the cases of unresolved. This is because the disclosures are still using the old or conventional way, there needs to be innovation by relying on technology, namely GPS Tracker which can be used in the disclosure process in terms of investigation and investigation with tracking techniques or Tracking via GPSKU Application, so to make the disclosure process more effective and efficient. This study aims to describe the process of disclosure of criminal acts Curanmor using the GPSKU Application and the factors that influence the use of the GPSKU application by using research methods used with qualitative approaches and data obtained, namely primary and secondary data with interview, observation and study techniques document. Then the research results will be analyzed with Information Technology Theory, Law Enforcement Theory, Investigative Theory, Concept of Investigation, GPSKU Concept, and Concept of Organizational Resources. How to operate the GPSKU Application can be done via Smartphone and Website. With the GPS Track feature that can find out the presence of vehicle. There is a features that the vehicle can turn off remotely via a Smartphone. In the event of theft of a vehicle that has been installed GPS Tracker in the process of disclosure can be simpler by tracking the vehicle through the Application accurately and shut down the vehicle engine remotely then can be arrested against the perpetrators quickly and efficiently and on target. Providing conclusions that the implementation of the GPSKU Application can assist in the disclosure process by utilizing existing features making the disclosure process effectively and efficiently. Thus every case of Curanmor that occurs can be revealed, and it is expected that Curanmor cases in the Ciamis region will decline, while the suggestions from the results of this research can benefit for the future of the police in collaboration with all functions both Binmas and Sabhara and dealers to introduce and require to use GPS devices Tracker on all vehicles.

Socialization of Safety Riding in Reducing Two Wheel Accidents

This research was motivated by the high number of two-wheeled vehicle traffic accidents that occurred in Purwakarta Regency. This traffic problem has disrupted traffic control, which is the responsibility of the Purwakarta Police traffic unit. The Purwakarta Police Traffic Unit is taking preventive measures to reduce the number of two-wheeled vehicle traffic accidents through the Dikyasa Unit by carrying out community education activities in the field of traffic, one of which is safety riding socialization activities, but if it is associated with facts in the field, the number of traffic accidents is still high, an evaluation of the implementation is needed. socialization of safety riding. In this study the authors used a qualitative approach, using field research types, as well as data collection techniques by conducting interviews, observations, and document reviews. The research source used as a reference is related to the implementation of safety riding socialization. The theory used is management theory and communication theory. The concept used is the concept of a two-wheeled vehicle traffic accident, the concept of safety riding and the concept of Kamseltibcar then. The results of the study indicate that the implementation of safety riding socialization requires appropriate management and methods to support these socialization activities. In addition, the communication that occurs in the socialization of safety riding is very important to ensure the delivery of traffic messages to the public, which can be seen from the embedded aspects of traffic discipline in the community of Purwakarta Regency. The conclusion of this study is that the implementation of safety riding socialization carried out by the Purwakarta Police Traffic Unit Dikyasa Unit has not been maximized, this can be seen from the lack of supporting facilities for activities and the lack of innovation in conveying safety riding socialization messages.
