ETLE INCAR is a measure implemented by the police as a response to address traffic violations and the potential for extortion by officers. This research aims to describe the implementation of ETLE INCAR in enforcing traffic violations within the jurisdiction of the Mojokerto Police and to describe the factors affecting its implementation. The concepts used in this study include the traffic unit concept, traffic violation concept, and the ETLE INCAR concept. The theories used as analytical tools related to the implementation of ETLE INCAR are organizational resource theory and management theory. Additionally, SWOT analysis is utilized to identify factors influencing the implementation of ETLE INCAR in enforcing traffic violations. This final project research employs a qualitative approach, utilizing field research methods. Data is collected through interviews, observations, and document studies, supported by data validity reinforced using triangulation techniques. Data analysis is conducted through data reduction, data presentation, and conclusion drawing. The results of this study indicate that the management of the implementation of ETLE INCAR has been carried out effectively. However, there are several obstacles or challenges in implementing ETLE INCAR, such as frequent network issues with the INCAR server, which slow down personnel in uploading capture results, and the presence of motorcyclists not using vehicle registration plates that hinder the enforcement of traffic violations by ETLE INCAR. Recommendations that can be implemented include: (1) Maximizing the role of social media in socializing the application of ETLE INCAR to the public, (2) Developing and innovating the technology used in ETLE INCAR, and (3) Improving and enhancing the server system of the ETLE INCAR application. }, number={2}, journal={Police Studies Review}, year={2024}, month={Oct.} }
