Currently, the traffic problems that occur in Madiun City are increasingly complex. One of these problems is the high number of traffic violations. The Madiun City Police Traffic Unit has carried out Traffic Dikmas activities in order to reduce traffic violations. However, efforts to reduce traffic violations carried out by the Madiun City Police Traffic Unit, especially by the South Kalimantan Unit through the Traffic Dikmas, are considered to have not been implemented well. The aim of this research is to analyze the role of the South Kalimantan Unit in traffic community education (Dikmas) at the Madiun City Police in reducing the number of traffic violations at the Madiun City Police and the factors that influence it. The theories used are Organizational Resources Theory and Management Theory. The concepts used include the concept of the South Security Unit, Traffic Community Service, and Traffic Violations. This research is qualitative research with a type of field research that collects data through interviews, observation and document study. The results of the research show that (1) The role of the South Kalimantan Unit in implementing Traffic Community Education is considered not yet optimal, one of which is in the budget planning and task division stages. (2) There are inhibiting factors in the implementation of Traffic Dikmas. The first inhibiting factor is the lack of personnel and the lack of vocational traffic education possessed by members. Second, the target factor for Traffic Community Education is not quite right. Third, budget factors and budget planning are still not good.
