The increase in arrears of motor vehicle theft cases that are not resolved every year becomes a homework for investigators of the Investigation Function Unit. Various main obstacles such as the lack of witnesses and evidence, as well as the mode of theft and detention places scattered at various well-organized points in a network of theft syndicates become obstacles in solving cases. This Final Project aims to analyze the implementation and management process of the resmob unit, inhibiting factors and constraints in disclosure, as well as efforts made to reduce the number and dismantle the network of motor vehicle theft groups in the jurisdiction of the Tuban Regional Police. This Final Project uses a qualitative approach with the type of field study research located in Tuban Regency, and uses data sources originating from internal police, external from victims, perpetrators of motor vehicle theft, and community leaders through observation, interviews, and documentation studies that are analyzed using theories and concepts relevant to the discussion. Based on the results of the research conducted, it can be concluded that there is a need for improvement in the investigation stage by further examining other factors that also become obstacles and obstacles and looking for new innovations that are appropriate in the process of disclosing and solving criminal cases of motor vehicle theft group networks in order to provide benefits and legal certainty for the community in Tuban Regency.
