Abstract

Penelitian ini dilatarbelakangani oleh permasalahan kinerja yang terjadi di Institusi Polri. Hasil survei oleh Obudsman tahun 2016  menunjukkan bahwa Kinerja Institusi Polri khususnya belum optimal. Beban kerja yang berlebihan dan keterlibatan personel digunakan sebagai variabel bebas, sedangkan kinerja sebagai variabel terikat. Penelitian ini bertujuan untuk mengkaji pengaruh beban kerja yang berlebihan dan keterlibatan personel terhadap tingkat kinerja personel Polres Kudus. Beberapa peneliti terdahulu Ashfaq, Mahmood dan Ahmad (2013), Ali dan Farooqi (2014) menunjukkan adanya pengaruh negatif beban kerja yang berlebihan terhadap kinerja sedangkan Rukhviyanti (2011) menunjukkan bahwa beban kerja yang berlebihan hampir tidak mempengaruhi kinerja. Allameh, dkk (2014), Ramadhan dan Sembiring (2014), Sanneh (2015), Dajani (2015) dan Lewiuci dan Mustam (2015) menunjukkan adanya pengaruh positif keterlibatan personel terhadap kinerja. Sebelum dilakukan penelitian, dilaksanakan Pilot Project terhadap 20 personel Polsek Jati di jajaran Polres Kudus. Penelitian ini melakukan survei pada seluruh personel Polres Kudus yang berjumlah 100 orang. Desain penelitian ini adalah penelitian terapan pada permasalahan kinerja di Polres Kudus dengan cross-sectional. Analisis dalam penelitian ini menggunakan Structural Equation Model (SEM) dengan menggunakan program AMOS 21. Hasil dari penelitian ini adalah beban kerja yang berlebihan berpengaruh negatif dan sagnifikan terhadap kinerja  namun keterlibatan personel berpengaruh positif dan sagnifikan terhadap kinerja personel Polres Kudus. Rekomendasi penelitian ini adalah dilakukan penelitian lebih lanjut terhadap sampel yang lebih besar dengan melibatkan seluruh fungsi kepolisian sehingga model SEM yang  didapat akan lebih baik.

 

This research is motivated by performance issues that occur at the National Police Institution. The results of a survey by Obudsman in 2016 showed that the performance of Polri Institutions in particular was not optimal. Excessive workload and personnel involvement are used as independent variables, while performance is the dependent variable. This study aims to examine the effect of excessive workload and personnel involvement on the performance level of the Holy Police personnel. Some previous researchers Ashfaq, Mahmood and Ahmad (2013), Ali and Farooqi (2014) showed the negative influence of excessive workload on performance while Rukhviyanti (2011) showed that excessive workload hardly affected performance. Allameh, et al (2014), Ramadan and Sembiring (2014), Sanneh (2015), Dajani (2015) and Lewiuci and Mustam (2015) show the positive influence of personnel involvement on performance. Prior to the research, a Pilot Project was carried out on 20 Teak Police personnel in the Holy Police ranks. This research conducted a survey of all Holy Polres personnel totaling 100 people. The design of this study is applied research on performance problems in the Kudus District Police with cross-sectional design. The analysis in this study uses the Structural Equation Model (SEM) using the AMOS 21 program. The results of this study are that excessive workload has a negative and significant impact on performance but the involvement of personnel has a positive and significant effect on the performance of the Holy Police personnel. The recommendation of this research is to conduct further research on a larger sample involving all police functions so that the SEM model obtained will be better.beban kerja yang berlebihan, keterlibatan personel, dan kinerja
