Through data collection techniques such as interviews, observations, and studies document, the author highlights the steps that Satintelkam has taken, such as gathering information, investigations, and collaboration with institutions related. However, there are several obstacles faced, such as limitations number of personnel, development education that is not yet optimal, and limitations tools for closed investigations. Based on these findings, the author recommend the use of information technology, additional personnel, increasing development education, and increasing the budget for alsus intelligence as steps to increase the effectiveness of Satintelkam efforts in preventing conflicts between martial arts schools in the region.</p> YUDHITYA GUMAY Copyright (c) http://journal.akpol.ac.id/index.php/apsrj/article/view/1623 Wed, 02 Oct 2024 00:00:00 +0700 Optimization of Samapta Unit Patrols to Prevent the Criminal Act of Theft by Weighing the Jurisdiction of Sragen Polres http://journal.akpol.ac.id/index.php/apsrj/article/view/736 <p>This final project is motivated by the large number of criminal acts of theft with increasing weight at the Sragen Police in the last 5 years. and analyzing the management of the patrol organization of the Samapta Unit at the Sragen Police, and also describing and analyzing the organizational resources of the Samapta Unit in carrying out patrols for nozzles in the jurisdiction of the Sragen Police. As an analytical knife, it uses POAC management theory and resource theory, and uses SWOT theory to solve the factors that affect patrol conditions. It is also supported by the concepts of optimization, patrolling, and nozzles. This final project uses a qualitative approach with a case study research method with collection techniques. data through interviews with Sragen Police personnel, field observations, and document studies. This final project explores in terms of management and resources, which was found to be still not optimal when using the perkabaharkam guidelines No. 1 of 2017 and related police regulations, especially in terms of management planning patrol routes that are not in accordance with actuating or implementing, evaluating and monitoring as well not optimal. In terms of resources, deficiencies were also found, especially in terms of people and methods. In accordance with the capacity of a unit commander, officers can optimize patrols in terms of management and resources with innovations both in terms of management by making patrol books, and monitoring through electronic media, as well as in terms of resources where it is necessary to increase the ability of patrol members and optimize the right methods .</p> Christopher Silitonga Copyright (c) http://journal.akpol.ac.id/index.php/apsrj/article/view/736 Wed, 11 Sep 2024 00:00:00 +0700 Effectiveness of Dialogical Patrol by the Turjawali Unit in the Samapta Unit for the Prevention of Illegal Liquor Circulation in the Polresta Jurisdiction of Sidoarjo http://journal.akpol.ac.id/index.php/apsrj/article/view/1624 <p>The increase in the number of illegal alcohol distribution cases within the jurisdiction of the Sidoarjo City Police over the past three years has become a phenomenon that underlies this research. The Turjawali Unit of the Samapta Section, as the task executor, is responsible for mitigating this phenomenon through dialogical patrols. Therefore, this study was conducted to improve the effectiveness of the Turjawali Unit's dialogical patrols in preventing illegal alcohol distribution. The data presented in this qualitative research were obtained through observations, interviews, and document studies. The concepts used include the Concept of Effectiveness, the Concept of Public Security and Order, the Concept of Alcoholic Beverages, the Concept of Patrol, and the Concept of Samapta. The theories applied are SWOT Analysis Theory, Management Theory, Communication Theory, Competency Theory, and Crime Prevention Theory. Using these theories and concepts, the author identifies issues related to implementation, influencing factors, and the effectiveness of dialogical patrols. The author found that, in practice, planning products are still incomplete, organization is not yet based on personnel competence, dialogical patrol implementation has not covered distant areas, and supervision has not been carried out thoroughly. Additionally, the quality and quantity of personnel do not yet meet DSP standards, the scheduling is disproportionate due to a lack of personnel, the budget plan is not well-targeted, and there is a lack of adequate infrastructure. To address these issues, it is recommended that the Turjawali Unit of the Samapta Section of the Sidoarjo City Police prepare comprehensive planning by considering evaluation results, ensure task distribution based on personnel competence, and enhance the supervisory role of the Kasat when conducting dialogical patrols. The conclusion of this study is that the dialogical patrols conducted by the Turjawali Unit of the Samapta Section are not yet effective and face several challenges. This is due to the increasing cases of conflict between martial arts schools in Jombang Regency. The concepts used are early detection, intelligence, intelligence investigation, conflict prevention and operational management of intelligence and security. The theories used in this research are competency theory, human needs theory, and work effectiveness theory. Apart from that, this research also uses POK in the form of Law Number 2 of 2002, Perpol Number 2 of 2021, and Perkabik Number 1 of 2023. The results of the research show that the competence of the Satintelkam Social and Cultural Unit personnel is still not optimal. The background that is the root of the problem of conflict between silat schools is the ego of college members in the presence of a community, fanaticism towards monuments, and lack of leadership supervision of members. Then, the implementation of early detection by the Social and Cultural Unit is still not effective. From the research that has been carried out, it can be concluded that steps are needed to make personnel competence and the performance of intelligence investigations in the Socio-Cultural Unit optimal and effective. The concepts used include early detection, intelligence, intelligence investigation, conflict prevention, and operational intelligence management. The theories used in this research are competence theory, human needs theory, and work effectiveness theory. Additionally, this research also utilizes legal regulations such as Law Number 2 of 2002, Police Regulation Number 2 of 2021, and District Regulation Number 1 of 2023. The research results show that the competence of personnel in Unit Social Cultural Satintelkam is still not optimal. The underlying background of conflicts between martial arts schools lies in the egos of the members within the schools, community affiliations, fanaticism towards symbols, and insufficient supervision by leaders over members. Furthermore, the implementation of early detection in the Social Cultural Unit is still not effective. From the conducted research, it can be concluded that steps are needed to optimize the competence of personnel and the performance of intelligence investigations in Unit Social Cultural to be more effective.
