The Role of Bhabinkamtibmas in Preventing Drug Abuse Through the Door-to-Door Program in the Jurisdiction of Sumedang Police Department

Abstract

This research is motivated by the increasingly worrisome condition of the development of drug abuse in Indonesia. Acts of law enforcement and rehabilitation apparently have not solved the problem so the most effective action is preventive measures. The preventive action is in the form of counseling through the door to door program with the target focus on the people of Sumedang City because Sumedang City is one of the most cases in the number of cases of drug abuse and dangerous drugs. Therefore, a study was conducted with the aim of knowing how to optimize the guidance of drug counseling to the people of Sumedang City Sub-District by the Sumedang District Police Satbinmas. The study was conducted with a qualitative approach, analytical descriptive research methods, and data collection techniques through interviews, observations, and document review. The results of the study that were analyzed with Prevention Theory, Counseling Concept and Management Theory concluded that the management of the implementation of drug counseling was not optimal, namely there were still deficiencies at each stage of the activity. Likewise with efforts to develop drug counseling methods, there are deficiencies in terms of communication skills of counseling personnel. The implementation of the counseling concept given by Satbinmas is also still not as expected due to the lack of understanding of Satbinmas personnel regarding the concept of counseling itself and its implementation. Based on the results of the study, the authors suggest increasing the number and improvement of the quality of personnel with education and training, forming planning staff and developing SOPs for implementing drug counseling, diverting the budget allocation of contact facilities to increase the amount of intensity of counseling, deepening the socialization concept of counseling to personnel, and getting closer through members of Binmas in the City of Sumedang. It is also recommended for members of Binmas to always carry out each of the points contained in Perkap Number 22 of 2007 concerning Coaching Guidance conducted by members of the National Police
